About this opportunity
The U.S. Army Corps of Engineers Engineer Research and Development Center (ERDC) is seeking to establish a Master Blanket Purchase Agreement (BPA) for analytical services to provide water quality analysis at three U.S. Army Garrison Poland sites. The procurement is being conducted as a full and open competition under NAICS code 541380 (Testing Laboratories and Services) with an estimated total contract capacity of $982,638.40 over a 5-year period. Contractors must demonstrate corporate capability in analyzing water samples for multiple constituents including biological, inorganic, pesticide, volatile organic, PFAS, and radiological elements, with processing capability for 3–27 samples monthly within a 60-day turnaround time. Contractors must hold ISO/IEC 17025 or PN-EN ISO/IEC 17025:2018-02 laboratory accreditation and must be able to deliver analytical data in specific DOEHRS-IH system formats with 28 required data fields. Evaluation will be conducted using an Acceptable/Unacceptable rating method across four key areas: Corporate Capability, Key Personnel, Technical Approach, and Past Performance. The proposal submission deadline is January 16, 2026, at 1:00 PM CST, with proposals required in three volumes: Technical (not to exceed 70 pages), Past Performance, and Price.
This procurement carries no set-aside designation and is being advertised as a new work contract with no incumbent. The estimated contract value of $982,638.40 carries no guaranteed minimum or maximum order limits, with actual purchases made only through properly executed BPA Calls initiated by a warranted Contracting Officer or BPA Ordering Authorized Individual. The Master BPA does not obligate any funds and the government will be obligated only to the extent of authorized orders actually utilized. The contract is anticipated to run for five years from the February 2026 anticipated start date, with the contractor responsible for processing approximately 36–324 water samples annually across the three Poland-based sites. The place of performance is Poland, with a preference for laboratories physically located in Poland due to the time-sensitive nature of sample analysis. Offerors must maintain active System for Award Management (SAM) registration and comply with applicable FAR regulations including FAR Part 15 (Contracting by Negotiation), FAR Part 12 (Commercial Products and Services), and FAR 13.303 (Blanket Purchase Agreements).
