About this file

This document is a Questions and Answers attachment (Attachment 7) for solicitation W912HZ26RA005, related to a water sample analysis contract with the US Department of Defense. Key details include a contract for receiving and analyzing 3-27 water samples monthly in Poland, with sampling to be performed by US DoD personnel. The solicitation requires contractors to have ISO/IEC 17025 or PN-EN ISO/IEC 17025:2018-02 laboratory accreditation, with a preference for laboratories located in Poland for time-sensitive samples. The solicitation due date was extended to January 16, 2026, at 1:00 PM CST, and it is noted that this is a new work contract with no incumbent. Contractors must follow US DoD Final Governing Standards (FGS) for maximum contaminant levels, using appropriate methodology and detection limits for evaluating water sample results.

W912HZ26RA005 Questions and Answers

Question 1: Can you please provide me with the name(s) and contract number(s) for incumbent contractor(a) for the referenced work?

Government Answer: This is new work. The is no incumbent.

Question 2: We would appreciate a teams call for some questions, related to your expectations in terms of methods?

Government Response: All questions must be submitted in writing.

Question 3: Please note that the due date (9th of January is very short given the end of year Christmas season in Europe)

Government Response: Solicitation extended to Friday, January 16, 2026, at 1:00 PM

CST.

Question 4: Technical requirement: your write: The contractor demonstrated that they (and any proposed subcontractors) currently must hold NELAC and/or DOD ELAP and/or ISO/IEC 17025 and/or PN-EN ISO/IEC 17025:2018-02 accreditation for all requested analyses.

Question: please confirm that an ISO/IEC 17025 or PN-EN ISO/IEC 17025:2018-02 accreditation is sufficient, we do not have NELAC or DOD ELAP accredited labs in Europe.

Government Response: Confirmed. ISO/IEC 17025 or PN-EN ISO/IEC 17025:2018-02 accreditation is sufficient.

Question 5: Technical Requirement: The contractor demonstrated their ability to carry out the work of this contract while located in Poland. Standard of proof: The contractor verified that they, and any proposed subcontractors, are located in Poland.

Question: For some tests that are not time critical (no short holding time such as PFAS), we intend to use our laboratory network in Europe (delivery time, 1 working day). Is the use of a subcontractor outside Poland an exclusion criteria for this tender?

ATTACHMENT 7 – Questions and Answers

Government Response: No, this would not be an exclusion. The Poland requirement is for short holding time samples only.

Question 6: Scope of work: Contractor capable of receiving and analyzing multiple water samples collected in Poland on a monthly frequency. The number of samples delivered might vary between 3-27 samples monthly.

Question: We understand that sampling is not part of the scope (it will be performed by US DoD personnel). Regarding logistics, is the shipment of the sample part of the DoD's responsibility, or would a pick-up service be expected? In this case, can the pick-up be organized at the entrance gate of the base, to avoid access?

Government Response: If pick-up is required, then it can be organized at the entrance.

However, the government would be responsible for shipping samples.

Question 7: Legislation reference: In attachment 4 - Technical Exhibit A, under the column "Legislation", reference are made to FGS Standards, but also to "additional standards". The way the legislation is referenced is not clear. Therefore, the questions:

Are standards as set in Poland and/or in Europe for the requested parameters sufficient and acceptable?

Government Response: The standards as set in the reference are the parameters that will be used by the government. These tables contain the maximum contaminant levels (MCLs) applicable to drinking water within US Department of Defense (DoD) Final Governing Standards (FGS) documents.

All extractions and analyses should follow appropriate methodology and use appropriate detection limits (as outlined in the PWS) for the government to evaluate the results based on US DoD Standards.
