About this opportunity

The Department of Energy Office of Science is procuring chemical, microbiological, and radiochemical analytical services via Brookhaven National Laboratory (BSA), with a pre-solicitation comment deadline of September 25, 2026. The procurement is structured as three separate contract vehicles: a Limited Radiological Contract, a Limited Non-Radiological Contract, and a Full-Service Contract covering all samples including waste. All three require New York State Department of Health Environmental Laboratory Approval Program certification. This is a follow-on to three existing subcontracts currently in place.

Place of performance is Brookhaven National Laboratory, with work supporting environmental monitoring, environmental sampling, and waste characterization activities at the BNL site. Contractor personnel must be qualified professionals as defined by NYS Department of Health ELAP standards. For radiological work, contractors must hold a valid NRC or Agreement State Byproduct or Radioactive Material License and possess national NELAP certification for waste sample analysis. Contractors must participate in proficiency testing programs including NYSDOH ELAP, DOE Mixed Analyte Performance Evaluation Program (MAPEP), and Environmental Resource Associates programs, and must complete DOE Consolidated Audit Program-Accreditation Program assessment or equivalent.

The procurement covers 46 analytical methods spanning organic compounds (volatile and semivolatile), metals via ICP techniques, radiochemical isotopes (tritium, gross alpha/beta, strontium, radium, technetium, uranium, plutonium, americium, curium), gamma spectroscopy, and specialty analyses including PFAS, hexavalent chromium, dioxins, and asbestos. Contractors must deliver EPA Contract Laboratory Program style level 4 data packages in PDF format, electronic data deliverables in text format compatible with BSA's Environmental Information Management System, and NYSDEC EQuIS EDD files. Sample Delivery Groups must be submitted within 30 calendar days of receipt for non-SPDES samples and by the 14th of the month following collection for SPDES samples. Financial penalties apply for missed holding times, lost or destroyed samples, missed turnaround times, and nonconforming analyses, ranging from $200 to $2,500 depending on sample type.
