About this opportunity

The Library of Congress is seeking an experienced media design firm to create a comprehensive audiovisual design for the Founding Phrases Exhibit, which will be housed in the Library's new 3,700-square-foot Treasures Gallery. The solicitation (030ADV25R0023) requires the development of a 6-10 minute multichannel media piece exploring the legacy of the Declaration of Independence, commemorating its semi-quincentennial. The project involves creating a ten-channel 4K video system with corresponding audio modules, focusing on presenting Library of Congress collection materials in an ambient, non-narrative format. Proposals will be evaluated based on technical approach, management staffing, corporate experience, past performance, and price, with non-price factors being significantly more important than cost. The response deadline has been extended to May 22, 2025, at 12:00 PM EST, with potential contractors required to submit both technical and price volumes along with past performance documentation.

The contract is not set aside for any specific category of business and will be performed in Washington, DC. The procurement is classified under NAICS category 51219 for Postproduction Services and Other Motion Picture and Video Industries, with a Performance Period from July 7, 2025, to February 28, 2026. The project includes five key deliverable phases with specific milestones: an introductory planning meeting, research and design development (due August 29, 2025), pre-production with onsite filming (due November 3, 2025), production of AV presentations (due December 19, 2025), and final installation and testing (due February 28, 2026). The contract requires the selected firm to handle rights clearances, create open captions, develop an online audio description track, and collaborate closely with the Library on creative direction and artifact selection. While specific budget details are not explicitly stated, the solicitation includes a detailed price schedule for the required deliverables, indicating a structured approach to project compensation.
