About this file
Attachment J-5 is a document containing responses to potential offerors' questions for the Library of Congress's American 250 Exhibition Audio Visual (AV) Design Services contract (Solicitation 030ADV25R0023). The document provides clarifications on various aspects of the solicitation, including project scope, technical requirements, and contractual details for creating a media experience about the Declaration of Independence for the Treasures Gallery.
Key details include the project involving a 6-10 minute multichannel audio-visual piece with 10 discrete video channels and 10 channels of audio, focusing on presenting Library of Congress collection materials. The Library will collaborate with the contractor on creative direction, artifact selection, and rights clearance after contract award. The media piece will be ambient in nature, without narration, and will require open captions and an online audio description track. The Library will handle licensing fees for up to 10 clips/graphics from outside sources, and the final design will be developed collaboratively during the contract period.
