About this opportunity
The Department of State is seeking a contractor to provide integrated marketing and communications strategy, creative development, and campaign execution support services for the America250 public diplomacy initiative at the U.S. Embassy Tokyo. The contractor must deliver bilingual (English and Japanese) creative assets, campaign strategy development, monthly content and public relations plans, rapid-response support, and performance reporting throughout an 11-month period from March 2026 through January 2027. Key qualifications include a project manager who is fluent in both written and spoken English and Japanese with demonstrated experience in public relations, media engagement, and digital content creation in Japan, as well as established business operations and relevant past performance with client references. The award will be made to the lowest priced, technically acceptable, responsible offeror based on evaluation of pricing, business management and technical proposals, personnel qualifications, financial resources, and a strategic plan addressing all work elements. Critical deadlines include February 3, 2026 at 10:00 a.m. Japan Standard Time for submission of questions, and February 24, 2026 (later amended to February 25, 2026) at 10:00 a.m. Japan Standard Time for quotation submissions to OgawaraAX@state.gov.
This is an unrestricted procurement with no small business set-asides, and no incumbent contractor information has been identified. The RFQ does not specify a budget or award value range, though the contract is structured as firm fixed price with no costs to be included for paid media purchases, in-person support, or third-party production costs. The contractor will support approximately 10 major events and 30 small events (60 total America250 events planned for 2026) during the contract period. Key deliverables include a campaign strategy deck due within 20 business days of award, an initial asset library due within 40 business days of award, and monthly content plans and performance reports throughout the contract term. Performance will be primarily remote with the place of performance at the U.S. Embassy Tokyo, located at 8 Chome Akasaka, Minato City, Tokyo 107-0052, Japan, though occasional in-country travel to Tokyo may be accommodated if approved.
