About this file
This document is Amendment 0001 to Request for Quotations (RFQ) No. 19JA8026Q0013 issued by the U.S. Embassy Tokyo for America250 Marketing and Communications Strategy, Creative Development, and Campaign Execution Support Services. The amendment, effective February 6, 2026, provides 34 questions and answers (Q&As) and revises two paragraphs in the Statement of Work (SOW).
The RFQ seeks a contractor to provide integrated marketing and communications strategy, creative asset production, bilingual content development, and campaign execution support for Mission Japan's America250 public diplomacy programming from March 2026 through January 2027 (11 months). Key deliverables include a draft campaign strategy deck (due within 20 business days of award), final campaign strategy document (10 business days after draft), initial asset library with social templates, posters, banners, and signage (40 business days of award), monthly content and public relations plans, monthly performance reports, rapid-response support (standard 5 business days, rush 2 business days, emergency 24 hours), and a final after-action report (15 business days after contract end). Critical requirements include producing all key creative assets in both English and Japanese unless otherwise directed; the PAS social media team will manage digital platforms while the contractor provides strategic planning and coordination; the contractor is responsible for content translation, localization, and paid media planning (though not media buying costs); the contractor must designate a main point of contact with demonstrated experience in public relations, media engagement, and digital content creation in Japan; and all public-facing materials require U.S. Government approval before release. Performance is primarily remote with approximately 15 major tentpole events and 60+ total America250 events planned for 2026. The RFQ is firm fixed price with no costs to be included for paid media purchases, in-person support, or third-party production costs.

A13.2 Campaign strategy will be adjusted periodically based on performance and evolving priorities.
Q13.3 How many review and revision rounds should be assumed for strategy deliverables?
A13.3 The Contractor should assume at least one formal review and revision round for strategy deliverables--specifically, a review of the draft campaign strategy deck followed by submission of the final campaign strategy document within 10 business days.
Q14 Creative Production – Volume & Format
Q14.1 Can Mission Japan provide estimated quantities for key asset types (e.g., posters, social media assets, web banners, short video packages)?
A14.1 This is an area we would like to discuss and consult with the Contractor to determine the most appropriate approach and quantities. We welcome your input and recommendations as part of the planning process after contract award.
Q14.2 For short video packages, please confirm:
- Typical duration
- Animation versus live-action expectations
- Subtitle or caption requirements
A14.2 We would like to consult with the Contractor to determine the most effective formats and approaches based on campaign objectives and audience needs.
Your recommendations on these aspects are welcome as part of the planning process after contract award.
Subtitles and captions are required for all video content, and the PAS social media team will conduct a final review.
See revised paragraph 8.4. Creative Production on page 3 of the revised Statement of Work.
For bilingual requirements, see revised paragraph 1.
Scope of Work on page 1 of the revised Statement of Work. “All key creative assets must be produced in both English and Japanese unless otherwise directed by Mission Japan.”
Q14.3 Are creative deliverables expected primarily as reusable templates, or as event-specific adaptations throughout the year?
A14.3 Creative deliverables should include reusable templates for rapid deployment, as well as event-specific adaptations tailored to individual Mission events and priorities throughout the year. Both types of assets are required to support the campaign’s flexibility and responsiveness.
Q15 Bilingual Content
Q15.1 Will the contractor be responsible for translation (English to Japanese), cultural adaptation, or quality review only of Mission-provided translations?
A15.1 The Contractor is responsible for developing bilingual content, including translation and cultural adaptation (localization) of materials into Japanese. The PAS social media team will conduct a final review of all translated and localized content before publication to ensure accuracy and appropriateness.
Q15.2 Is a certified translation required for any deliverables?
A15.2 No, we do not require certified translation for any deliverables, but the Contractor is required to ensure that all bilingual assets are reviewed for quality and cultural appropriateness.
Q16 Execution Support & Rapid Response
Q16.1 On average, how many rapid-turn requests should be expected per month?
A16.1 At this time, we do not have specific details available.
If additional information becomes available, we will share after contract award.
Q16.2 Historically, what proportion of requests fall under:
- Standard (5 business days)
- Rush (2 business days)
- Emergency (24 hours, if feasible)?
A16.2 At this time, we do not have historical data on the proportion of requests that fall under standard (5 business days), rush (2 business days), or emergency (24 hours, if feasible) categories.
Q16.3 Do rapid-response requests typically replace planned work or are they additive?
A16.3 It could be both.
Q17 Partnerships & Co-Branding
Q17.1 What level of involvement is expected from the contractor regarding corporate partnerships:
- Design support only
- Coordination and management
A17.1 The Contractor is expected to provide design and creative support for co-branded placements and is expected to assist in securing these placements with approved partners.
Q17.2 Approximately how many partner activations are anticipated during the campaign period?
A17.2 At this time, there is no information available regarding the expected number of partner activations.
Q18 Measurement & Reporting
Q18.1 How does Mission Japan define success for this program?
a. Specifically, should measurement focus on:
i. Delivery and timeliness (e.g., on-time completion, turnaround times),
ii. Volume and consistency of creative outputs, A18.1 Mission Japan defines success for this program through a combination of:
• Timely and responsive delivery of all required outputs
• Consistent, high-quality, and culturally appropriate creative assets
• Achievement of agreed-upon KPIs and ongoing optimization based on performance data
Q18.2 Are there any existing metrics or reporting frameworks currently used by Mission Japan for similar Public Affairs initiatives?
A18.2 The Contractor is required to develop KPIs, reporting cadence, dashboard or reporting format, A/B testing recommendations, and end-of-event summary report with lessons learned.
Q18.3 What is the preferred reporting format A18.3 There is no mandated reporting format. The Contractor should propose a format (such as dashboards, written reports, or presentations) that clearly communicates performance and insights and confirm with Mission Japan that it meets their needs and preferences.
Q19 Events & On-Site Support
Q19.1 Will any events require in-person contractor support?
A19.1 No events are expected to require in-person Contractor support by default. However, after contract award, if in-person support is considered beneficial and both parties agree, it may be arranged with prior approval from Mission Japan. Quoters shall not include costs related to in-person support in the quotation.
Q19.2 If so, can Mission Japan provide estimated frequency and duration?
A19.2 We are unable to provide any information at this moment.
Q20 Paid Media
Q20.1 Does the scope include paid media placements, or creative asset development only?
A20.1 The Contractor is responsible for creative asset development and also supports paid media placements.
However, any paid media activity must be explicitly approved by Mission Japan in advance.
Quoters shall not include costs related to purchasing paid media in the quotation.
Q20.2 If paid media is included, who will be responsible for media planning and buying?
A20.2 Mission Japan Quoters shall not include costs related to purchasing paid media in the quotation.
Q21 Reviews, Approvals & Governance
Q21.1 Please confirm the standard approval timeline for deliverables.
A21.1 The standard approval timeline for deliverables is 3 to 5 business days, depending on the nature of the content or task. All deliverables must be approved by the designated Mission Japan point of contact before being finalized.
Q21.2 Is feedback consolidated through a single Mission point of contact?
A21.2 Yes, feedback will be consolidated and communicated to the Contractor through a single Mission point of contact, who will serve as the primary liaison for all campaign-related matters. If an alternate point of contact is appointed, the Contractor will be notified in a timely manner.
Q22 Assumptions
Q22.1 Are there any known constraints or considerations (policy, approvals, timing) that bidders should factor into scope planning and pricing?
A22.1 The Contractor shall comply with the requirements in the Statement of Work and terms and conditions stated in the Request for Quotations.
Q23 There seems to be a heavy emphasis on bilingual fluidity.
Would that mean that there's an expectation of two produced asset sets (a set in Japanese, another in English)?
A23 There is a clear expectation that all key creative assets will be produced in both English and Japanese, unless otherwise directed by Mission Japan. This should be factored into your planning, resource allocation, and pricing.
For bilingual requirements, see revised paragraph 1.
Scope of Work on page 1 of the revised Statement of
Work. “All key creative assets must be produced in both English and Japanese unless otherwise directed by Mission Japan.”
Q24 Does PAS anticipate a defined number or range of campaigns during the period of performance?
A24 PAS does not anticipate a defined number or range of campaigns during the period of performance.
America250 itself constitutes a single, comprehensive campaign, and any related events or outreach activities will be conducted under this overarching campaign framework.
Q25 Are there estimated quantities or not-to-exceed expectations for key deliverables (e.g., videos, animations, static graphics, social media assets, toolkits)?
A25 At this time, there are no estimated quantities or not-to-exceed expectations specified for key deliverables.
Q26 Is the requirement intended to function as an on-call support arrangement, or should the contractor assume a predictable baseline level of recurring work?
A26 The Contractor should plan for a steady, recurring workload as defined by the campaign schedule and deliverables, while also maintaining flexibility and capacity to respond to ad hoc or urgent requests as they arise. Both elements are integral to fulfilling the requirement as described in the SOW.
Q27 What is the expected balance between strategic planning (e.g., messaging frameworks, campaign strategy) and hands-on creative production and execution?
A27 The expected balance is that the Contractor will engage in both strategic planning and hands-on creative execution throughout the campaign. Strategic planning will set the direction and framework, while ongoing creative production and execution will deliver the assets and support needed for campaign activities.
Both functions are essential and should be resourced accordingly.
Q28 Should the contractor anticipate surge support tied to major America250 milestones or events, and if so, are any such milestones currently identified?
A28 The Contractor should plan for surge support around major America250 events and milestones, even though specific dates or milestones are not identified in the
SOW.
Q31 What is the expected number of PAS review and revision cycles per deliverable?
A31 The Contractor should assume at least one formal review and revision cycle (from draft to final) but be prepared for additional cycles if needed to achieve approval.
Q32 Should associated costs be included in our firm fixed price quote for the “occasional in-country travel to event venues” referenced in SOW Section 5? If so, could Mission Japan provide any guidance on locations, number of trips, and duration of trips?
A32 No, the costs for occasional in-country travel should not be included in the quotation.
Q33 Are third-party costs (e.g., media placement, production rentals, talent, or influencers) within scope, and if so, should these be included in the quoted price?
A33 Performing requirements such as media placement, production rentals, talent, or influences are within the scope of the project. However, quoters should not include these costs in their firm fixed price quote.
Instead, after the contract award, the selected Contractor will be responsible for negotiating pricing and other terms directly with service providers. All third-party costs will be handled separately and will require prior approval by Mission Japan.
Q34 Can bidders include reasonable pricing assumptions or scope boundaries to support a firm-fixed-price quote?
A34 Quoters shall calculate their pricing based on the requirements stated in the SOW, terms and conditions of the RFQ, and Amendment(s).
