About this opportunity
The Department of State, specifically the U.S. Embassy in Tokyo, Japan, is seeking marketing and communications strategy, creative development, and campaign execution support services for the America250 initiative celebrating U.S.-Japan relations. This pre-solicitation notice indicates that the solicitation has not yet been issued on SAM.gov but will be launched when ready, with a pre-quotation conference to be scheduled at that time. Key requirements include the creation of bilingual digital assets (with Japanese as the primary language) suitable for multiple platforms including social media (X, Instagram, Facebook, YouTube), event displays, printed materials, and signage. All prospective quoters must be registered in the System for Award Management (SAM) database prior to submission, and responses must be submitted electronically with a maximum file size of 15MB per email. The Government may award the purchase order based on the initial quotation without discussion, and the resultant contract will be firm fixed price, though specific evaluation criteria and response deadlines have not yet been detailed in this preliminary notice.
No set-aside designations apply to this procurement opportunity. The project involves creating numerous digital deliverables including approximately 25 event-specific adaptations of a Spark character mascot in both 2D and 3D formats, 100 historical milestones graphics, 10-15 reusable graphic templates, animated logo content, short animated videos, and a theme song, with all assets required in Adobe Creative Suite compatible formats. The contract timeline extends through March 14, 2026, reflecting an accelerated delivery schedule for the America250 campaign materials. While the pre-solicitation notice does not specify an award value or budget range, the scope and complexity of deliverables suggest a significant engagement requiring substantial creative resources. No incumbent contractor information has been provided in this preliminary notice, and interested parties should monitor SAM.gov for the formal solicitation release and specific submission deadlines.
