About this file

This is Amendment No. 0002 to Request for Quotations (RFQ) No. 19JA8026Q0013 issued by the U.S. Embassy Tokyo's Procurement/Contracting Office. The amendment revises specific sections of the original RFQ and requires quoters to submit additional documentation by 10:00 a.m. Wednesday, February 25, 2026 (Japan Standard Time). Quoters must submit a revised Volume 2 - Price reflecting changes to the requirement and additional information for revised Volume 5 - Business Management/Technical Proposal sections (1) and (3), with no pricing information to be included in the proposal documents.

The core requirement is for America250 Marketing and Communications Strategy, Creative Development, and Campaign Execution Support Services for the Public Affairs Section at U.S. Embassy Tokyo, Japan. The contractor will provide integrated marketing strategy, bilingual creative assets (excluding images, videos, audio text, and graphics for content production), campaign management, and performance measurement throughout calendar year 2026, starting in March 2026 for approximately 11 months. Key deliverables include a campaign strategy deck, initial asset library with social templates and signage, monthly content/public relations plans, and performance reports. The contractor must support no more than 10 major events and 30 small events total. Key personnel must include a project manager fluent in written and spoken English and Japanese with demonstrated experience in public relations, media engagement, and digital content creation in Japan. All public-facing materials require U.S. Government approval and become property of U.S. Mission Japan. Performance is primarily remote, though occasional in-country travel may be accommodated if approved. Quotations were originally due February 12, 2026, and this amendment does not extend that deadline.
