About this opportunity

The Department of Health and Human Services Indian Health Service is seeking maintenance and support services for AMAG Symmetry HSE (Homeland Security Edition) access control systems at the Pawnee Indian Health Center through RFQ #246-25-Q-0071. The procurement involves upgrading existing M2150 door access control boards to M4000 HSE boards, installing Pro HSE Symmetry software version 9.8, integrating PIV card readers, and providing ongoing maintenance support. Vendors must be authorized AMAG resellers capable of installing all components within 60 days of award, responding to service calls within 2 business days, and providing replacement parts within 5 business days. The government will evaluate proposals using a best value approach, with technical capabilities and past performance weighted more heavily than price, and vendors must submit three past performance references along with their technical proposals. The solicitation was initially scheduled with quotes due August 8, 2025, but has been revised with a new deadline of August 12, 2025 at 5:00 p.m. CDT, with submissions required via email to Contract Specialist Jeffrey Earnest.

This solicitation operates under full and open competition with no set-aside designation, despite one government file reference to a women-owned small business set-aside which appears to be outdated information. The contract structure includes a base period with four optional years of maintenance and software support, containing fifteen line items for various hardware and software components including M4000 HSE control boards, HID door readers, and licensing. The performance period begins 60 days after contract award, with the total contract duration not to exceed 5 years and 6 months including any extensions. Work will be performed at the Pawnee Indian Health Center in Pawnee, Oklahoma, and the government reserves options to extend services up to 6 months beyond the initial term. No specific contract value is disclosed in the solicitation documents, and no current incumbent contractor is identified in the available materials.
