About this opportunity

The Department of the Air Force Materiel Command Research Laboratory is seeking contractors to alter and repair Building 1624 at the Irish Hill Test Site located in Newport, NY. The work includes upgrading the HVAC, power, communications, and alarm systems, as well as establishing new restrooms, a break room, offices, and a conference room. The contractor will be required to remove and replace all interior finishes, lighting, and laboratory furniture, and also renovate the exterior windows, doors, and vestibule. Bids will be evaluated solely on price, with award going to the lowest priced responsive and responsible bidder.

This acquisition is a 100% Small Business Set-Aside under NAICS code 236620, with a size standard of $45 million in average annual revenue. The estimated construction value is between $1-5 million. A bid guarantee of 20% of the bid amount will be required, and the successful contractor must be registered in SAM.gov and WAWF. The Invitation for Bid is expected to be posted on SAM.gov around May 30, 2024, with bids due approximately 30 days later, and a site visit scheduled shortly after the IFB is issued.

Alter/Repair B1624 at Irish Hill

The Contractor shall furnish all labor, equipment, devices, and materials, and perform all work required to alter and repair building 1624 at the Irish Hill Test Site located in Newport, NY.

This acquisition includes but is not limited to these principal features:  

  1. Upgrade HVAC/power/comm/alarms.
  2. Establish 2 new restrooms, break room, janitor closet, mechanical room, electrical room, comm room with UPS and split HVAC.
  3. Provide a new conference room.
  4. Remove all ceiling tiles, insulate the roof, new LED lighting, and install laboratory furniture with comm cable tray and busway power.
  5. Two private offices with doors constructed of modular furniture.
  6. New exterior windows to force protection standards, replace all exterior doors, refurbish the vestibule with new interior and exterior doors with card readers and alarms.

Work will be performed in accordance with the Stamped Specifications, Stamped Drawings, and Stamped Narrative, all dated 2 Feb 2024 (Attachments 1, 2, and 3 respectively).

This acquisition will be a 100% Small Business Set-Aside IAW FAR 19.5. The applicable NAICS code is 236620 with an associated small business size standard of $45,000,000 average annual revenue.

The estimated magnitude of construction is between $1,000,000 and $5,000,000. Bidders must provide payment and performance bonding in the amount of their bid. A Bid guarantee in the amount of 20% of the bid amount will be required to accompany all bids.

The Invitation for Bid (IFB) will be posted online at http://sam.gov under the reference number FA875124B0002 on or about 30 May 2024. Bids will be due approximately 30 days later. A site visit will be conducted within approximately 10 days after issuance of the IFB. The date will be finalized when the IFB is posted.

The IFB documents will only be available electronically. Potential bidders will be responsible for downloading the IFB documents and for monitoring the website for possible amendments and any additional information.

Award will be a firm fixed price (FFP) contract resulting from a competitive Invitation for Bid (IFB). Competing bidder’s bids shall be ranked according to price.  Award will be made to the lowest priced responsible bidder, whose bid is responsive to the terms of the IFB.  Bids will be accepted on an all or none basis only. Partial bids will not be accepted. 

NOTE:  In order to receive a contract award, if issued, the successful bidder must be actively registered in and have their Online Representations and Certifications completed in the System for Acquisition Management (SAM) - www.SAM.gov.  Bidders must also be actively registered in Wide Area Workflow (WAWF) - https://piee.eb.mil.

All responsible sources may submit a bid which shall be considered by the agency.
