About this opportunity

The Department of Energy's Lawrence Berkeley National Laboratory is soliciting proposals for the fabrication and installation of 71 steel-encased lead shielding panels for the Advanced Light Source (ALS) Upgrade project. The panels, ranging in weight from 1,400 to 12,500 pounds, will be installed on the inside face of the storage ring's outer precast walls to improve radiation shielding performance. The project requires completion of 95% design drawings, fabrication of panels with 3/8" steel cases containing 99% pure lead, and delivery in two batches of 33 and 38 panels respectively. The structural design must comply with ASCE 7-16, California Building Code 2019 edition, and University of California Seismic Safety Policy requirements. The solicitation was posted on May 5, 2025, with a proposal submission deadline of July 16, 2025, and includes comprehensive quality assurance requirements, factory acceptance testing, and storage provisions for up to 18 months.

This procurement is designated as a Total Small Business set-aside under NAICS code 332312 (Fabricated Structural Metal Manufacturing) with a size standard of 500 or fewer employees. The project involves two distinct batches with Batch 1 covering Sectors 01-06 and Batch 2 covering Sectors 07-12 of the storage ring facility. Key performance milestones include submitting quality assurance plans within four weeks of contract award, completing panel manufacturing by December 1, 2026, and delivering all panels to the Berkeley, California facility by August 31, 2027. The estimated subcontract performance period is two years, with Lawrence Berkeley National Laboratory reserving the right to make one, two, or no awards based on proposal evaluations. The work will be performed at the Berkeley, CA 94720 location as part of the broader Advanced Light Source Upgrade initiative funded by the Department of Energy.
