About this file
This Statement of Work (SOW) details the procurement of 71 lead shielding panels for the Advanced Light Source (ALS) Upgrade at Lawrence Berkeley National Laboratory. The panels will be used to improve radiation protection in the accelerator's storage ring and accumulator ring tunnel, with each rectangular panel featuring a 3/8" steel case, lifting lugs, wall attachment points, and lead retaining studs. The panels are divided into two batches: 34 panels for Sectors 01-06 and 38 panels for Sectors 07-12, ranging in weight from 1,400 to 12,500 lbs.
The subcontractor will be responsible for reviewing existing designs, creating detailed fabrication drawings, manufacturing the panels, and preparing them for delivery, with extensive quality assurance requirements. Key milestones include submitting a QA/Testing Plan four weeks after contract award, completing panel manufacturing by December 1, 2026, and delivering all panels to the LBNL site by August 31, 2027. The project involves multiple review stages, including Factory Acceptance Test (FAT) procedures, shipping plan reviews, and final Manufacturing Readiness Review, with LBNL maintaining strict oversight of the production process.

1 Introduction
1.1 Project overview
Lawrence Berkeley National Laboratory (also referred to here as LBNL, or Berkeley Lab or
University) is a federally funded research and development center that is operated and managed by the Regents of the University of California (UC) for the United States Department of Energy
(DOE) under a prime contract between UC and DOE. LBNL conducts unclassified research to carry out its mission of reaching a deeper understanding of our world and delivering science-based solutions to problems of national significance.
Within LBNL is a soft Xray Accelerator known as the Advanced Light Source (ALS) that is currently undergoing a significant upgrade. The upgraded accelerator includes an accumulator ring (AR) and a storage ring (SR) that are housed within a structural concrete tunnel. To ensure researchers and other lab personnel are protected from any radiation released by the AR/SR, additional lead shielding is required.
1.2 Description of items
The objective of the project is to fabricate and deliver the new steel encased lead shielding panels required to address the radiation safety requirements of the ALS. This includes review of the current design for efficiency and feasibility, shop drawing development and submittal, procurement of raw materials, fabrication of the steel casings, assembly of the lead shielding, storing of materials prior to shipment, and logistics for transportation of finished lead shielding panels to the LBNL site, provide lead specifications and quality control process for LBNL to review and approve. Installation by others
71 new lead shielding panels are required to upgrade the current shielding tunnel for the AR
(accumulator ring) and SR (storage ring) at the ALS at LBNL. Each panel is rectangular in shape, but with unique dimensions (including height, length, and thickness). Each panel includes a 3/8” steel case, that has lifting lug attachment points, wall attachment points, and Lead retaining studs incorporated into the design.
The panels range in approximate weight from 1,400 lbs to 12,500 lbs. The exact weight of each panel will be determined by the Subcontractor.
The Lead shields are divided into two batches, 34 lead shielding panels in batch one (Including all panels for Sectors 01 through 06, 1S1.2W-LP to 6S2.2W-LP) and 38 Lead Shielding Panels in batch two (including all panels for Sectors 07 through 12, 7S1.1LD-LP to 12T2.1W2-LP).
The installation of the panels in the ALS building at LBNL will be performed by others and is excluded from this scope of work.

6.3 Nonconformance reports
A nonconformance report (NCR) provides a written summary that describes how a particular product does not conform to defined specifications or how a procedure does not conform to defined requirements. A nonconformance may be determined and reported by either the
Subcontractor or the University.
Once a nonconformance is identified, an NCR must be submitted to the University within three business days. The University uses its standard NCR form that the Subcontractor can request.
Or, with prior University approval, the Subcontractor can use their own customary NCR documentation.
The University will provide a written Disposition establishing a path forward for each nonconformance. However, once a nonconformance has been identified, no further operation may be performed on the nonconforming item without the University’s written approval to proceed.
Additionally, if any process is found to produce nonconforming components, all work utilizing that process must immediately cease upon discovery until the process can be reviewed with input from the University. Leave to resume any such process is at the discretion of the University.
6.4 Manufacturing and inspection plan
The Subcontractor shall develop an MIP for the lead panels, consisting of all work instructions, test and inspection procedures, and report templates that are needed to produce the lead panels according to the technical specifications. This includes any instructions, procedures, or report templates that are provided to, or developed by, lower-tier subcontractors. The MIP shall also include a sourcing plan that identifies which manufacturing, inspection, and testing activities are performed in-house vs. by lower-tier subcontractors. Each MIP shall be submitted for LBNL approval before the start of 1st article production.
6.5 QA Flow-Down
The Subcontractor shall ensure a proper and complete flow-down of all applicable QA requirements to its suppliers and sub-tier suppliers.

University Procurement Representative – See subcontract for details.
University Technical Representative – See subcontract for details.
The selected Subcontractor is required to identify a project manager to act as the single point of contact. The project manager interfaces directly with the University Technical Representative for technical, programmatic, and schedule items.
