About this file

This document is a Vendor Q&A for LBNL Solicitation JS-2025-003 for Lead Shielding Panels, dated May 20, 2025, containing two vendor questions and corresponding LBNL responses. In Question 2, a vendor proposes an enclosed panel design to limit hazards during fabrication, storage, shipping, and installation. LBNL responds that while an enclosed panel design would require additional structural analysis not currently in the project scope, vendors are welcome to submit an alternate design highlighting potential cost savings or benefits. LBNL indicates they will review and potentially manage redesign efforts if such an alternate is selected.

In Question 3, the vendor requests a list of approved subcontractors for on-site work. LBNL clarifies they do not maintain a blanket-approved vendor list, and each subcontractor must independently meet the specific requirements of the subcontract each time they perform work on-site. The solicitation is part of the Advanced Light Source (ALS) Upgrade project, involving the fabrication and installation of new lead panels to improve radiation shielding performance in the storage ring outer precast walls, with structural design based on current building codes and seismic safety standards.

LBNL Solicitation JS-2025-003 Lead Shielding Panels Vendor Q& A Question 2 & 3 May 20, 2025

Vendor Question 2 As our company is working through our manufacturing planning, we believe the best layout for the panels is to fully enclose the lead panels to limit hazards in fabrication, storage, shipping, and installation.

Is LBL able to incorporate an enclosed panel design?

LBNL Answer to Question 2:

Incorporating an enclosed panel design would require additional structural analysis of the building, which is not currently included in the scope. Please submit your bid based on the current design. However, you are welcome to (additionally) include an alternate that reflects any cost savings or other benefits associated with the enclosed panel design. LBNL will review and evaluate alternate options as part of the selection process.

If your alternate is selected, LBNL will manage the necessary redesign efforts related to the enclosed panel.

Vendor Question 3 Would you be able to provide LBL’s list of approved sub-contractors to work on-site?

LBNL Answer to Question 3:

We don't have a list of vendors that are approved for work on-site. Each company would need to meet the requirements of the subcontract in order to perform work on-site.

We have many vendors that are performing work on-site, but each has to meet the requirements of the subcontract each time. It isn't a blanket approval.
