About this opportunity
The Department of the Air Force Sustainment Center seeks an Airman Ministry Coordinator to support spiritual resiliency events for single Airmen at Hill Air Force Base Chapel, with proposals due September 25, 2026. The solicitation is 100% small-business set-aside under NAICS 813110.
Place of performance is Hill AFB, Utah (7437 6th Street, Building 430, Hill AFB, UT 84056-5704). The contract runs one base year plus four option years, with each period spanning 12 months beginning September 30, 2026, through September 29, 2031. This is a firm fixed-price follow-on to contract FA820123P0086.
The position requires a bachelor's degree in theology, ministry, or equivalent from an accredited institution, with demonstrated military ministry experience, young adult ministry experience (ages 18-27), and ability to plan large group events (20+ individuals). The contractor must demonstrate faith inclusivity and spiritual/personal resiliency maturity. Minimum 16 hours per week coverage is required, with flexible scheduling including nights, weekends, and federal holidays. All contractor personnel must complete background checks within 20 working days of award per Public Law 101-64 and DoD Instruction 1402.5.
Core duties include planning monthly recreational and community service activities, organizing at least one annual spiritual retreat, conducting weekly Bible studies and fellowship dinners, managing volunteer recruitment and training, maintaining event databases, submitting monthly ministry reports, managing program funding documentation, and presenting orientation briefs to first-term Airmen. The contractor must coordinate all activities through the Chaplain in Charge and arrive 60 minutes before events for setup.
Service Contract Labor Standards apply; the labor category is Personnel Assistant III (Occupational Code 01273) under Wage Determination 2015-5483 (effective August 27, 2026), covering Davis, Morgan, and Weber counties in Utah. Questions are due August 28, 2026, at 1400 MDT. Evaluation uses a Lowest Price Technically Acceptable (LPTA) approach with sequential evaluation: price ranking first, then technical acceptability of the lowest-priced offer against the Performance Work Statement on a Pass/Fail basis. Payment flows through Wide Area Workflow (WAWF) electronic invoicing.
