About this file

This is a Questions and Answers document for Federal Solicitation FA820126Q0036 issued by the Department of the Air Force Sustainment Center at Hill Air Force Base, Utah, for an Airman Ministry Coordinator position.

The solicitation requires a Personnel Assistant III coordinator (Occupational Code 01273) under Service Contract Labor Standards, with compensation based on Wage Determination 2015-5483. The position requires 16-24 hours per week and mandates a related degree in religious studies, biblical studies, pastoral studies, divinity, or Christian ministry/leadership from an accredited institution, verified by submitted diploma or transcript. Contractors must support a minimum of one and maximum of two retreats annually, pricing only the labor component as event costs are funded separately through Appropriated Funds or Chapel Tithes and Offering Funds. The quote due date is 02:00 PM MDT on September 4, 2026, with pricing remaining valid through the contract's Period of Performance start date. Subcontracting is permitted with the prime contractor retaining full responsibility. The Government does not require signed Letters of Commitment from key personnel at proposal submission, but substitute personnel will require re-evaluation if the original proposed coordinator becomes unavailable. Wage adjustments during option years are limited to increases or decreases in wages and fringe benefits per newly issued Department of Labor Wage Determinations. Contractors are not responsible for transporting military members or paying mileage and parking; lodging, admission, and food costs may be rolled into overall event funding. The solicitation references FAR 52.219-14 regarding prime and subcontractor work percentage restrictions.

Questions and Answers

Notice ID FA820126Q0036

Airman Ministry Coordinator Hill AFB

Below are the questions received regarding the aforementioned solicitation that is currently active on

SAM.gov. This is currently a live document that will be updated with any and all questions received for this solicitation. Once the final question has been added to this document it will no longer be considered a live document. Notice of this change will be stated below.

Current Document Status: Live Document as of 21 September 2026 at 14:00 MDT

Final Document: 21 September 2026 at 15:00 MDT

• Will the Government accept a quote where the coordinator is a subcontractor, provided the prime contractor retains full responsibility and compliance?

o Yes, subcontracting is permitted; however, the prime contractor remains solely responsible for performance, quality control, and flowing down all terms and conditions.

• What is the specific Wage Determination (WD) occupational code, title, and rate for the position, or is an SF-1444 conformance required?

o The applicable Service Contract Labor Standards (SCLS) labor category is Personnel

Assistant III (Occupational Code 01273). Offerors must utilize the corresponding rate in

Wage Determination 2015-5483. No SF-1444 conformance is required.

• Is the requirement a fixed 64 hours per month or 16 hours per week (even if weeks result in >64 hours)? Is work exceeding this included in the monthly FFP?

o The number of work hours will fall between 16 and 24 hours per week.

• Do related degrees (e.g., religious, pastoral, or biblical studies) satisfy the "equivalent degree" requirement? Is a resume sufficient, or must transcripts/diplomas be provided with the quote?

o Yes. Related degrees (e.g., religious studies, biblical studies, pastoral studies, divinity, Christian ministry/leadership) from an accredited university or college satisfy the requirement. Offerors must submit a diploma or transcript with their quotation to verify the degree; a resume alone is not sufficient.

• Please resolve the discrepancy: the PWS mentions one annual retreat, while the Services

Summary mentions two. How many should be priced?

o The contractor must support a minimum of one (1) retreat and a maximum of two (2) retreats per contract year. Please note that the Government funds the event costs separately (see A8). The contractor should only price the labor required to support these retreats.

• Which specific PWS tasks are considered mission-essential for the DFARS 252.237-7024 plan, or is the entire PWS considered mission-essential?

o The Government has reassessed this requirement. The services are not designated as mission essential. Clauses DFARS 252.237-7023 and 252.237-7024 are removed from the solicitation via amendment 1.

• Does the transportation requirement include transporting Airmen, or just the contractor? Are off-site travel costs (mileage, lodging, admission) reimbursable or must they be built into the FFP?

o The contractor is not responsible for transporting Military Members. Depending on the off-site event, lodging, admission, and food costs may be rolled into the overall funding of the event (which would include the contractor’s portion). The chapel does not pay mileage, per diem, or parking.

• Are event costs (dinners, supplies, recreational activities) funded separately by the Government

(APF/CTOF) or must the contractor include them in the FFP?

o Government-approved program and event costs (dinners, trips, recreational activities, retreats, advertising, supplies, etc.) are funded separately through Appropriated Funds

(APF) and/or Chapel Tithes and Offering Funds (CTOF). Offerors should not include these event costs in their firm-fixed-price quotation.

• What is the minimum required validity period for submitted quotes after the September 4, 2026 deadline?

o While the Government does not mandate a specific number of days, offerors must ensure their proposed pricing remains valid and binding at least until the contract's Period of

Performance (PoP) start date.

• Confirm if the quote due time of 02:00 AM local time on September 4, 2026, listed in Block 8 of the SF-1449, is correct.

o The quote due time is amended to 02:00 PM (1400) local time (MDT) on September 4, 2026.

• Please clarify how Service Contract Labor Standards wage adjustments are intended to be handled during the four option years.

o In accordance with the incorporated clause FAR 52.222-43 (Fair Labor Standards Act and Service Contract Labor Standards—Price Adjustment), the contractor may request a price adjustment upon the exercise of each option year through an REA. This adjustment is limited to the increase/decrease in wages and fringe benefits mandated by the newly issued Department of Labor Wage Determination.

• Will the Government require a signed Letter of Commitment/Intent from the proposed Key

Personnel to be submitted alongside their resume at the time of proposal submission?

o No, the Government does not require a signed Letter of Commitment or Letter of Intent to be submitted with Key Personnel resumes.

• In the event a contractor’s proposed Key Personnel becomes unavailable prior to contract start, will the Government re-evaluate the technical acceptability of the proposed substitute before performance begins?

o If the proposed personnel become unavailable and the resume was necessary to fulfill technical acceptability, the substitute will need to be re-evaluated.

• Does the solicitation permit a prime contractor to retain program management, quality assurance, and invoicing, while utilizing a subcontractor to provide the primary on-site Coordinator and substitute personnel?

o Please reference FAR 52.219-14 to better understand the rules and regulations involving a prime and subcontractor rules for percentage of work performed and applicable “pass-through” restrictions.
