About this file
This document is Section G (Contract Administration Data), Section I (Contract Clauses), Section L (Instructions to Offerors), and Section M (Evaluation Factors) from a federal solicitation for environmental and facility support services at Fort Drum, New York.
The Mission & Installation Contracting Command (MICC) Contracting Division at Fort Drum, NY will administer the contract post-award. Contract administration requires all questions to be directed to MICC's Post Award office at 4205 Po Valley Road, Fort Drum, NY 13602-5220. Only the Contracting Officer or authorized representative may issue binding instructions or modifications; no oral statements from any other government employee shall modify contract terms. The Contracting Officer will designate a Contracting Officer's Representative (COR) by letter, though the COR may only administer the contract and cannot change its terms. Personnel outside MICC may place individual orders not exceeding $25,000; a separate letter will identify individuals authorized to place orders and use the Government Purchase Card (GPC). All invoices must be submitted to the COR and Contract Specialist and include contractor name, BPA/purchase number, order date, ordering individual's name, itemized services, and total cost. Invoices shall be submitted electronically via the Wide Area WorkFlow (WAWF) system at https://wawf.eb.mil/ in accordance with DFARS Clauses 252.232-7003 and 252.232-7006. The routing data includes Pay Official DoDAAC HQ0490, Issue By DoDAAC W911S2, and Admin DoDAAC W911S2, with Service Approver and Service Acceptor DoDAACs to be determined.
Offerors must submit two elements for evaluation: (1) Technical Acceptance demonstrating experience on at least two similarly sized and scoped projects within the past five years, including point of contact information, dollar value, and work description, plus a capabilities statement (maximum four pages) addressing response capability within four hours and completion within one business day, with proposed subcontractor addresses if applicable; and (2) completed TE-8 Pricing. All offerors who are technically acceptable, submit fair and reasonable pricing, and have no negative past performance will be issued a Blanket Purchase Agreement. Technical acceptance is rated acceptable or unacceptable based on relevance and successful performance verification of cited experience and completeness and applicability of the capability statement. Price fairness and reasonableness will be determined per RFO DFARS 212.204(a), and past performance will be reviewed in SAM.gov, CPARS, or FAPIIS. The Government reserves the right to use AI tools to support quote review for compliance but will not use AI for evaluative judgments or selection decisions; source selection personnel retain exclusive responsibility for all acquisition actions and decisions.
