Request for Information to Promote Future Competition
On 18 January 2013 NAVAIR issued solicitation N00421-12-R-0013 for Aircrew Services. The solicitation contained DFAR clause 252.215-7008, 'Only One Offer', advising prospective offerors of procedures that would be followed in the case of a single offeror. On 4 March 2013 the response time for submission of proposals expired with only a single offer received.
The Government now invites all interested parties who elected not to submit an offer to provide a written explanation to the POCs identified below for why they decided against submission of a proposal, and recommendations for changes or enhancements the government can make in future solicitations to improve competitive opportunity for this requirement.

Request for Information to Promote Future Competition

The purpose of this notice is to announce that the Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, Maryland, Naval Test Wing Atlantic (NTWL) has awarded a Cost-Plus-Fixed-Fee (CPFF) contract under N00421-13-C-0032 to Wyle Laboratories, Inc, of Huntsville, Alabama, for a partial follow-on contract to Aircrew Contract N00421-08-C-0025. The contract was awarded on 24 September 2013, with an award value of $16,608,029 for the base period and a total potential contract value of $83,021,133, providing aircrew services in support of the NTW test mission.
This requirement is for certified and qualified operational aircrew to ensure completion of mission essential testing and evaluation for the wing squadrons at Naval Air Station (NAS) Patuxent River, Maryland (94%) and NAS Pt. Mugu, California (5%), and NAS China Lake, California (1%).
This effort was competed under RFP N00421-12-R-0013 as a full and open competition; one offer was received. The five (5) year period of performance for this effort is from 1 October 2013 through 30 September 2018, inclusive of one (1) Base Year and four (4) one-year option periods if exercised. The contract consists of a CPFF CLIN for Labor, and Cost-type CLINs for incidental Travel and Materials, Not Separately Priced (NSP) CLINs for Contract Data Requirements Lists (CDRLs).. Awarded Vendors: Wyle Laboratories, Inc. Contract Award Dollar Amount: $16,608,029. Contract Award Date: 2013-09-24.

The Government's intent is to award a single contract to the offeror who provides the best overall value, with award anticipated no later than 1 September 2013. The period of performance will be for a base year plus four one-year options, for a total of five years of performance from date of award.
The solicitation is offered for full and open competition under NAICS code 488190 (Other Support Activities for Air Transportation) with a size standard of $30 million. The solicitation includes a small business subcontracting goal of 9%. The Product Service Code is AC15, R & D, Defense Aircraft and Operational System Development.
Offerors may submit questions requesting clarification of solicitation requirements by emailing the Contract Specialist. All questions must be received by COB 1 February 2013.
Potential offerors should note that the aircrew scheduling functions and the bulk of the unmanned aircrew requirements currently included in contract N00421-98-C-0025 have been removed from this requirement and will be offered as two independent small business set-aside competitions under Solicitation Nos N00421-12-R-0015 and N00421-12-R-0049 at a subsequent date.

The Government's intent is to award a single contract to the offeror who provides the best overall value, with award anticipated no later than 1 September 2013. The period of performance will be for a base year plus four one-year options, for a total of five years of performance from date of award.
The solicitation is offered for full and open competition under NAICS code 488190 (Other Support Activities for Air Transportation) with a size standard of $30 million. The solicitation includes a small business subcontracting goal of 9%. The Product Service Code is AC15, R&D, Defense Aircraft and Operational System Development.
Offerors may submit questions requesting clarification of solicitation requirements by emailing the Contract Specialist. All questions must be received by COB 1 February 2013.

The requirement is to provide Flight Crew Support including conducting Category A/B/C, and occasionally category D, flying and weapon system operation, flight test engineering, navigation, flight technical support, and project specialized support in fixed wing, rotary wing, and the Broad Area Maritime Surveillance (BAMS) unmanned air vehicles provided by the Government. Category definitions appear in Naval Air Systems Command Integrated Systems Evaluation, Experimentation and Test, Test Planning Handbook and NAVTESTWINGLANTINST 3710.7 series, Naval Test Wing Atlantic General Flight & Operating Instructions and NAVTESTWINGPACINST 3710.7 series, Naval Test Wing Pacific General Flight & Operating Instructions).
The estimated level of effort is 420 Full-Time Equivalents (FTE) over the five-year period of performance; approximately 84 per period. The place of performance is primarily NAS Patuxent River (79 FTE per period), with 4 FTE at NAS Point Mugu and 1 FTE at NAS China Lake. The attached DRAFT Performance Based Statement of Work (PBSOW) outlines the required aircrew positions and respective qualification requirements.
