Attachment 9, Section J:
NAVAIR Processes and Procedures for Direct Funded Contractors (DFCs) Requiring Navy Marine Corps Intranet (NMCI) Access
In support of 5252.237.9503 “Ordering Procedures for Navy Marine Corps Intranet Services”, if the NAVAIR contract/order duration is less than 2 years, DFCs requiring seat access to the NMCI network will gain that connectivity following the guidance in OPNAVINST 5236.XX (Navy Enterprise Contractor Provided Laptop Policy) once it is implemented. Until the processes with this instruction are implemented, DFCs requiring seat access to the NMCI network can purchase NMCI hardware directly from the CoSC contractor based on the guidance in the chart below. For scenarios not described in the chart, please contact the NAVAIR NMCI CTR for guidance by email at NAVAIR NMCI CTR@navy.mil, Subject line: DFC question. At completion of the contract/order, all purchased NMCI hardware held for less than 2 years that were reimbursed by the government, must be returned to the PCO or authorized representative for that contract.

NMCI Use Cases for Unclassified NMCI Connectivity
If the contract/task order duration equals or exceeds 2 years, DFCs requiring seat access to the NMCI network shall purchase NMCI hardware directly from the CoSC contractor. With the exception of hard drives, the DFC will retain title for such hardware. At completion of this contract or at time of refresh of hardware, the DFC is required to package the hard drive from each asset and ship to NSA for disposal in accordance with the Navy Telecommunications Directive (NTD) 03-11 (Disposal of Navy Computer Hard Drives; COMNAVNETWARCOM 021854Z MAY 11). NSA disposal instructions can be found at www.nsa.gov/cmc. Except for the hard drive disposal noted above, the DFC shall dispose of remaining hardware in accordance with the contract terms. Proof of said disposal is to be provided to the designated government official.
Any DFC NMCI assets or services purchased under NMCI Contract N00024-00-D-6000 prior to the start of the CoSC, N00039-10-D-0010, on 1 October 2010 shall continue to be treated as leased services under NMCI Contract N00024-00-D-6000.
Cancelling Seats. If this contract exceeds 2 years in duration and the scope no longer requires NMCI assets or services, the DFC will terminate the applicable NMCI CoSC purchase order. The DFC is responsible for packaging the hard drive from each seat asset and shipping to NSA for disposal as described. Proof of said disposal is to be provided to the designated government official.
Refreshing Seats. Seat hardware must be refreshed every four years in accordance with the CoSC contract. At time of refresh, if the hard drive is encrypted by Guardian Edge, the CoSC contractor will retrieve the retiring asset including the hard drive. If the hard drive is not encrypted by Guardian Edge, the CoSC contractor shall remove the hard drive and provide it to the DFC. The DFC is responsible for packaging the hard drive from the retiring seat asset and shipping to NSA for disposal as detailed above. Proof of said disposal is to be provided to the designated government official.
