About this opportunity
The U.S. Coast Guard seeks aircraft maintenance and Aviation Life Support Equipment (ALSE) services at Air Station Kodiak, Alaska, with proposals due July 15, 2026. This is a 100% small business set-aside, restricted to women-owned small businesses (WOSBs).
Place of performance is Kodiak, Alaska. The contractor shall provide trained and qualified personnel to perform scheduled and unscheduled aircraft ALSE maintenance, Liquid Oxygen (LOX) servicing, and inspection, overhaul, and repair of ALSE equipment supporting 5 HC-130J Super Hercules and 6 MH-60T Jayhawk aircraft across a 4 million square mile area of responsibility in the Gulf of Alaska, Bristol Bay, Bering Sea, and Pacific Ocean.
The ALSE Inspector/Maintainer position requires U.S. citizenship, ability to obtain a Secret security clearance and Common Access Card (CAC), and fluency in English. Candidates must hold either an FAA Airframe and Power Plant license with at least three years of relevant experience, or graduation from USCG Aviation Survival Technician School or DoD Aviation Life Safety Equipment School with at least three years of equivalent experience. A Project Manager with minimum 10 years of program/project management experience in the ALSE field and an Alternate Project Manager must also be provided. All personnel must be in place within 8 calendar days of award. Work is performed Monday–Friday 0800–1600 Alaska Standard Time, though hours may extend to support operational requirements. No overtime is permitted; personnel are limited to 40-hour work weeks. The contract type is firm fixed price. The period of performance is one 12-month base period plus four optional one-year periods. NAICS code is 488190 (Other Support Activities for Air Transportation); PSC code is 4920. Evaluation is lowest-price-technically-acceptable, weighing technical acceptability (pass/fail), past performance, and price reasonableness. Achievement of 93% or greater on performance metrics during a contract period results in positive CPARS past performance ratings. The Department of Labor Wage Determination 2015-5687 Rev 29, effective May 14, 2026, applies; prevailing wage rates for occupational classifications in Alaska range from $12.55 to $77.08 hourly, with mandatory fringe benefits. Recent amendments (June 24–25) extended the due date from June 29 and posted Q&As, Statement of Work Revision 1, and wage determination guidance. Submit offers to Contracting Officer Terry Craft at terry.e.craft@uscg.mil.
