Q&A Response
1. Security Clearance and Deployment
Question: The PWS requires contractor personnel to possess the ability to obtain and maintain a Secret security clearance and be deployed within eight (8) calendar days after contract award. Could the Government clarify whether contractor personnel may begin performance upon receipt of a favorable interim eligibility determination and CAC issuance, or whether final Secret clearance eligibility is required prior to commencing work?
Reference: PWS § 5.1 Response: Interim eligibility is sufficient, background check is required to gain access to Coast Guard computers, network and base access.
2. Personnel Qualifications – Equivalent Training
Question: Could the Government define what specific civilian courses, Original Equipment Manufacturer (OEM) certifications, or previous work parameters are considered acceptable "equivalent training" for FAA A&P mechanics?
Reference: PWS § 5.2.1 Response: Updated PWS 5.2.1 to read “ Civilians or contractors holding a valid FAA Airframe & Power-plant license are exempt from this requirement provided they have with at least 3 years experience.”
• Removed equivalent training sentence, added unnecessary confusion
3. Work Hours, Surge Capacity, and Overtime
Question: If the USCG's operational schedule requires emergency unscheduled maintenance that would push a contractor employee beyond the 40-hour weekly limit, how should the contractor handle the requirement, and is there any provision for authorized, billable overtime?
Reference: PWS § 11.3 Response: No overtime
4. GFE Liability and Lost/Missing Tools
Question: Could the Government clarify the process used to determine contractor responsibility for lost or missing Government-furnished tools and the circumstances under which replacement costs would be assessed?
Reference: PWS § 10.1.1 Response: If a tool is lost, immediate notification is required per local instructions. If not found, the COR notifies the contractor within two business days. The contractor reimburses the Government for replacement.
5. Wage Determination / Hazardous Pay Differential
Question: Since ALSE maintenance often involves inspecting survival equipment that may contain pyrotechnics or small explosive inflation charges, has the agency specifically designated this position for ordnance/explosives differential pay, or should contractors base their pricing on standard rates?
Reference: DOL Wage Determination Response: They’re not designated for hazardous pay differential.
6. Unit Shutdowns and Equitable Adjustments
Question: Could the Government clarify whether unplanned unit shutdown periods are considered within the fixed-price scope of the contract, or whether an equitable adjustment mechanism exists when shutdowns materially impact contractor performance?
Reference: PWS § 11.5 Response: TDoes not fall under government shutdown protocols. Will get paid regardless
7. Level of Effort / FTEs
Question: Could the Government provide historical staffing levels or incumbent staffing structure currently supporting this requirement?
Reference: Pricing Schedule; PWS § 1 Response: Currently staffed at 26 billets. Personnel allowance is 33. Workforce shortage is 7 ALSE technicians. Currently we have one contracted technician to supplement maintenance work from the 7 technicians.
8. Surge Support Pricing
Question: Is surge support expected to be priced separately via a contract modification when requested, or is the contractor expected to absorb potential surge personnel costs within the fixed monthly price provided in the Pricing Schedule?
Reference: PWS § 12 Response: PWS not expected to work more than 40 hours. Surge staffing pricing is not relevant.
9. Historical Workload Data
Question: Could the Government provide historical workload data from the incumbent contract, including annual averages for ALSE inspections, repairs, overhauls, LOX maintenance actions, and unscheduled maintenance events, to assist offerors in developing realistic staffing and pricing assumptions?
Reference: Pricing Schedule; PWS Sections 1 and 6 Response:ACMS (maintenance) hours-2,046 man labor hours on average annually.
Contract is FPP and work list is coordinated with ALSE Division at the air station.
10. Past Performance Recency
Question: Will the Government define a recency requirement for past performance references (e.g., performed within the last 3 years), and is there a limit on the number of references an offeror may submit?
Reference: Solicitation, Evaluation Factors Response: Yes, they need to have done ALSE maintenance within the last 3 years. No limit on references.
11. Key Personnel Experience
Question: Does the 10-year experience requirement for the Project Manager need to be strictly within the aviation maintenance or ALSE field, or is general corporate program/project management experience acceptable?
Reference: PWS § 5.1.2.1 Response: Has to be within the ALSE field per PWS
12. Definition of Consumables
Question: Could the Government clarify which categories of consumables are Government-furnished versus contractor-furnished under this contract?
Reference: PWS § 10.2 Response: Government will furnish all pertinent consumables necessary to complete ALSE maintenance.
13. QASP Disincentives
Question: Are there any direct financial deductions, invoice withholdings, or payment reductions associated with failing an AQL, or is the penalty strictly limited to negative CPARS reporting and corrective action?
Reference: PRS Table; QASP Response: The PRS and QASP specify the disincentive is negative CPARS reporting and required corrective action. There are no direct financial deductions, invoice withholdings, or payment reductions stated.
14. Uniform Requirements
Question: Will contractor personnel be required to wear Government-specified uniforms while performing under this contract? If so, should offerors include costs associated with compliance with the Uniform Allowance provisions contained in the Wage Determination?
Reference: DOL Wage Determination Response: No uniform requirements.
15. Offsite Management
Question: Are there any requirements for the Project Manager to physically visit the site in Kodiak, AK during the base year or option years, or is 100% remote management acceptable as long as the 2-hour response window is maintained?
Reference: PWS § 5.1.2.1 Response: The PWS states the Project Manager and Alternate are "offsite" and must respond within two hours via phone during core hours, but does not specify physical visit requirements.
16. Government-Furnished Equipment / Facilities
Question: Could the Government provide a detailed list of Government-Furnished Property (GFP), Government-Furnished Equipment (GFE), and Government-Furnished Services available to the contractor during contract performance?
Reference: PWS Section 10 Response: All required property, equipment and services are provided by the Air Station and are not required to be procured. Recommend including references PG-85-00-3070-A.
17. Teaming Arrangements
Question: Are there any solicitation-specific restrictions regarding contractor teaming arrangements or the use of subcontractors that offerors should consider beyond the requirements already identified in the solicitation and applicable regulations?
Reference: Solicitation Section II – Contract Clauses, FAR 52.219-14 Response: No, The solicitation incorporates FAR 52.219-14 and does not specify additional restrictions.
18. Incumbent Information
Question: Can the Government identify the current incumbent contractor and indicate whether incumbent personnel may be available for transition following contract award?
Reference: APFS Response: The APFS lists the incumbent as "1102CO" under contract 70Z08423PKODI0001. Availability of incumbent personnel for transition is not something the Government gets involved with.
19. Transition Period
Question: Since contractor personnel must be in place within eight calendar days after award, does the Government anticipate any transition or overlap period with the incumbent contractor?
Reference: PWS § 5.1 Response: No, we do not anticipate an overlap.
20. Government Training
Question: Will the Government provide orientation, ATIP, ALMIS, local procedures, and facility-specific training after award, or should contractors include this training effort within their pricing?
Reference: PWS Response: All required training will be provided by the government.
21. Government-Furnished Technical Data
Question: Will all required Coast Guard technical manuals, maintenance procedure cards, OEM manuals, and updates be Government-furnished throughout contract performance?
Reference: PWS Response: All required Coast Guard manuals and procedures will be updated and furnished by the government.
22. Performance Metrics
Question: Since the PRS establishes a 93% CPARS performance threshold while many performance objectives require 100% compliance, how will overall performance be calculated when isolated deficiencies occur during contract performance?
Reference: PRS; QASP Response: The PRS and QASP state that 93% achievement during a contract period results in positive CPARS, and failure results in negative CPARS. Performance is measured over the contract period, not on isolated deficiencies.
23. Contractor-Furnished Consumables and Related Materials
Question: Beyond contractor-provided personal protective equipment (PPE), please clarify whether the contractor is responsible for furnishing any consumables, incidental supplies, hazardous-material-related items, safety equipment, or other materials necessary for performance.
Reference: PWS § 10.2, 11.1 Response: The contractor is not responsible for other consumables, incidental supplies, or hazardous-material-related items they will be provided by the government.

Question: Please clarify the contractor’s responsibilities related to hazardous material and hazardous waste management, including ordering, receipt, storage, inventory control, labeling, transportation, turn-in procedures, disposal coordination, documentation requirements, and training record maintenance.
Reference: PWS § 6.1.11, 11.2 Response: Ordering, inventory, labeling, disposal and documentation will be IAW aforementioned laws and instructions. All pertinent unit training will be government furnished and in accordance with existing procedures, which training will be provided.
25. Historical Workload Data (12 Months)
Question: To support staffing and pricing assumptions, can the Government provide historical workload information for the previous twelve months, including:
• Scheduled ALSE inspections
• Unscheduled ALSE maintenance actions
• Emergency, contingency, or surge-response events Reference: PWS; APFS Response:
