About this file
This is a Performance Requirements Summary that establishes key performance standards and metrics for contractor performance on an Aircraft Maintenance and Aviation Life Support Equipment (ALSE) Services contract with the U.S. Coast Guard. The document defines nine mission-essential service outputs with corresponding performance objectives, acceptable quality levels, surveillance methods, and incentive/disincentive structures.
The primary service outputs include: completion of scheduled and unscheduled aircraft and ALSE maintenance actions; completion of all system, sub-system, and equipment repairs and maintenance as tasked; completion of all inspections with 100% pass rate on first-time quality assurance; 100% compliance with all safety requirements; accurate maintenance documentation in ALMIS or maintenance logbooks; maintenance of 100% clean and hazard-free work areas; timely and accurate submission of all deliverables with no more than two returned annually; provision of all required Personal Protective Equipment (PPE) and site safety gear; and delivery of satisfactory customer service with no more than two validated complaints per month. Additionally, the contractor must maintain a qualified workforce with no service degradation due to employee turnover. All performance metrics require 93% achievement during a contract period to avoid negative past performance documentation in the Contractor Performance Assessment Reports System (CPARS), with achievement of 93% resulting in positive past performance ratings. Corrective actions for any deficiencies must be documented in monthly activity reports, and non-compliance with PPE requirements may result in personnel being prohibited from the work area.

PERFORMANCE REQUIREMENTS SUMMARY
The Performance Requirements Summary (PRS) establishes key elements of Contractor performance that represent “mission essential” service requirements, which are identified in the table below in the “Service Output” column. The “Performance Objective” column represents the standard against which Contractor performance will be measured in relation to accomplishment of the corresponding service output. The performance objective or “standard” describes the minimum acceptable level of service by the Contractor for satisfactory performance. The “Acceptable Quality Level (AQL)” column displays the maximum allowable deviation from the performance objective, which, if exceeded, evokes the negative incentive specified in the table below. Failure to perform at the Acceptable Quality Level may be documented in the Contractor Performance Assessment Reports System (CPARS.)
