NASA Armstrong Flight Research Center (NASA AFRC) intends to solicit and award a commercial contract utilizing FAR Part 12. The attached Solicitation No. 80AFRC18R0001 is for Aircraft Flight Crew Support (AFCS). The primary purpose of the requirement is to support the flight crew operations of all aircraft assigned to the AFRC fleet. The contractor may also be requested to support the flight crew operations of aircraft assigned to other NASA Centers.


NASA will be conducting a Pre-Proposal Conference (Industry Day) via tele-conference on February 5, 2018 from 10:00 - 11:30 a.m. Pacific Time. Potential offerors that plan to attend the tele-conference shall submit the name, title, and company of each attendee to the Primary Point of Contact via e-mail no later than February 2, 2018 at 12:00 p.m. Pacific Time. A call-in number will be provided upon receipt of attendee information.


Requests for documents which are referenced in the solicitation and not available to the general public must be made via e-mail to the Primary Point of Contact. The request must contain the specific document name and number requested, as well as the name of the requestor, company name, and CAGE code.


Offerors may submit written questions via e-mail to this office no later than January 31, 2018 at 12:00 p.m. Pacific Time. Oral communications will not be answered. It is the potential offeror's responsibility to monitor FedBizOpps.Gov for updates.


NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.

This is a draft solicitation for the NASA Armstrong Flight Research Center (AFRC) Aircraft Flight Crew Support (AFCS) services. This draft solicitation is issued to allow industry the opportunity to provide questions and/or comments regarding the potential solicitation package. This draft solicitation is issued under Solicitation No. 80AFRC18R0001. This draft solicitation supersedes the previous Sources Sought No. 80AFRC17RAFC18. Proposals are not being accepted in response to the draft solicitation.


This requirement is anticipated to be a commercial procurement utilizing FAR Part 12. This effort is anticipated to be competed on a full and open basis. The NAICS Code and Size Standard for this requirement are 488190 and $32.5M, respectively.

It is the potential offeror's responsibility to monitor FedBizOpps.Gov for updates. Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).

AIRCRAFT FLIGHT CREW SUPPORT


NASA Armstrong Flight Research Center (NASA AFRC) intends to solicit and award a single Indefinite Delivery Indefinite Quantity contract for NASA's Aircraft Flight Crew Support. This requirement is intended as an Agency-wide contract. The duration of the contract period is anticipated to include a one-year base period and 4 one-year options.


This requirement is to provide flight crew operations support as needed to all NASA Centers. This support shall include all aircraft operations, aircrew, and flight-line operations. Requirements include, but are not limited to: 1) Performing research, development and sustainment efforts across a broad spectrum of functional disciplines in order to effectively assist in the implementation of Government objectives; 2) Supporting project design reviews, technical interchange meetings, program status reviews, flight readiness reviews; 3) Attending meetings and discussing activities or present data related to the contract as requested by the Government; and 4) Supporting surge demands in staffing or workloads dictated by mission deployments, operations or mission requirements by, for example, adjusting shifts, adding multiple shifts, or part time/temporary personnel.


This notice is not a Request for Proposal (RFP). Potential Offerors should monitor the Federal Business Opportunity website for any changes or the potential release of an RFP.
