Introduction

• The purpose of this contract is to provide aircrew support operations for all aircraft assigned to Armstrong Flight Research Center (AFRC). Contractor shall manage its workforce to ensure that quality products and safe operations are provided to NASA and NASA customers.

AFCS

Scope

• AFRC aircraft are operated to meet both Center and Agency platform, research, and support aircraft requirements.

• AFRC aircraft are defined as those located at main campus (Edwards Air Force Base, California) and Building 703 located in Palmdale, California.

• During deployments, AFRC may conduct aircraft operations from other facilities, including Contiguous United States (CONUS) and Outside Contiguous United States (OCONUS).

• The Contractor shall support all aircraft aircrew operations (Pilots, Flight Engineers, Navigator/Mission Planner and Flight Instructors). This include non-flying duties (i.e.

mission planning, training plans, flight manual support).

Solicitation Overview Read the solicitation carefully:

• There are numerous clauses and provisions that have been incorporated via full text, by reference or per an addendum throughout the document.

• Clauses incorporated by reference have the same force and effect as if they were included in full text.

• The Request for Proposal (RFP) contains several blanks that require fill-in by the Offeror. If the information is not applicable, Offeror should insert “N/A”.

• Any information provided during the pre-proposal conference does not amend the solicitation. All changes made to the solicitation will be made by a formal amendment.

– Management Approach: Approach to provide qualified staff to meet as needed Agency-wide requirements.

– Technical Approach: Detailed description of plan to implement, accomplish and manage various task requirements per the AFRC PWS.

– Phase-In Plan: Description of plan to meet the 30 day phase-in.

– Management Approach: Approach to provide qualified staff to meet the AFRC PWS requirements.

• A Total Compensation Plan must also be provided.

• Volume II: Past Performance

– Questionnaire (Attachment 9).

– Three (3) current or past contracts performing the same or similar task within the last three (3) years.

• One (1) of the three can be as a major subcontract and/or team member.

– Government may verify references.

– Government may use other sources of performance information.

• Volume III: Pricing Volume

– This section is to be strictly limited to cost and price information.

– Information that can be construed as belonging in one of the other sections of the proposal will be so construed and counted against that section’s page limitation.

– Provide fully burdened firm-fixed price monthly rate and the extended price for each period.

– Complete the price list table on page 28 of the solicitation.

Evaluation

• Basis of Award

– Best Value selection (Price Performance Trade-Off).

– Initial proposal review will be conducted in accordance with NFS 1815.305-70. Unacceptable proposals will be eliminated from further evaluation.

– Evaluation Factors

• Past Performance

• Price

– All evaluation factors other than price, when combined, are significantly more important than price.

• Volumes 1-A and 1-B: Technically Acceptable

– Proposals will be evaluated on a Pass/Fail basis, and will be assigned a rating of Acceptable or Unacceptable.

– All technically acceptable proposals shall be treated equally except for past performance records and price.

– Offerors rated technically unacceptable will not be further evaluated.

RATING DESCRIPTION

Acceptable Proposal meets the minimum requirements of the solicitation.

• Relevance of the Offeror’s current or past performance.

• Quality assessment ratings for evaluating past performance.

‒ Overall performance confidence assessment using Level of Confidence ratings.

– Pricing shall be evaluated only on the FFP portions of the Armstrong PWS.

– T&M labor rates shall be provided and will only be evaluated for reasonableness.

– Government may determine that an offer is unacceptable if the option price or fully burdened hourly rates are significantly unbalanced.

– The evaluated price will be the sum of:

• Phase-In, Base Period, Options 1 through 4, and the

Option to Extend Services.

Management

• The Contractor also shall be required to interface, as required, with various NASA organizations, other NASA Contractors, and appropriate regulatory bodies.

Safety

• Safety Involvement

– The Contractor shall participate in Center and Flight Operations level safety meetings, forums and initiatives as communicated by the COTR.

Participation includes both activity related to, preparation for, attendance at, and responses to such activities.

• Safety Management System

– The contractor shall develop and maintain a system to manage risks to AFRC operations in accordance with NPR 8000.4, Agency Risk Management Procedural Requirements that are associated with their statement of work.

• Mishap Investigation Support

– Where mishaps will be investigated by NASA (either solely or in parallel to another organization), the Contractor and their employees will participate in providing data, information, hardware, software, firmware, etc. that are deemed by NASA to be pertinent to the mishap investigation.

Closing Remarks

• All questions asked during this Pre-Proposal Conference must be submitted to Angela Stinchfield angela.t.stinchfield@nasa.gov and James Williams james.g.williams-1@nasa.gov by 2:00p.m. PT February 5, 2018.

• Pre-proposal charts, list of attendees, and answers to questions will be provided as an amendment to the solicitation.

• Any changes made to the RFP will be done through a formal amendment.

• In the event of a conflict between the solicitation and the Pre-Proposal Conference, the solicitation shall have precedence.
