1.0 GENERAL INFORMATION
1.1 Background: NASA’s aircraft support all three of the Agency’s strategic goals: (1) Expand the Frontiers of Knowledge, Capability, and Opportunity in Space, (2) Advance the Understanding of Earth and Develop Technologies to Improve the Quality of Life on Our Home Planet, and (3) Serve the American Public and Accomplish our Mission by Effectively Managing our People, Technical Capabilities, and Infrastructure. To develop a balanced overall program of airborne science, space and aeronautics consistent with Agency goals, the Agency continually adjusts the mix and usage of unique aircraft to efficiently meet the changing requirements.
NASA field centers manage and implement aircraft operations. NASA Headquarters’ Aircraft Management Division (AMD) establishes and enforces standards for safety as well as maintains the Agency inventory and validates annual usage. NASA-owned aircraft, including UAS, are Agency-wide resources available to support all NASA programs and missions. AMD continually reviews the NASA aircraft fleet against program and project requirements to insure the efficient and effective management of NASA’s aviation assets.
1.2 Safety: The Contractor shall participate in Center and Flight Operations level safety meetings, forums and initiatives as communicated by the COR. Participation includes both activity related to, preparation for, attendance at, and responses to such activities.
These include, but are not limited to, Center Safety All-Hands meetings, Safety Management System audits and inspections, Safety culture surveys, and mishap investigation support.
1.2.1 Safety Management System: The contractor shall participate and comply with each Center’s selected Safety Management System protocol as it applies to their activity. The contractor shall develop and maintain a system to manage risks to the Center’s operations in accordance with NPR 8000.4, Agency Risk Management Procedural Requirements that are associated with their PWS.
1.2.2 Mishap Investigation Support: Where mishaps will be investigated by NASA
(either solely or in parallel to another organization), the Contractor and their employees shall provide information, evidence and/or assistance in accordance with NPR 8621.1, NASA Procedural Requirements for Mishap and Close Call Reporting, Investigating, and Recordkeeping.
1.3 Place of Performance: Performance will be at each applicable Center’s designated locations. Deployments and other designated travel may include conducting aircraft operations from other facilities, including Contiguous United States (CONUS) and Outside Contiguous United States (OCONUS).
1.4 Travel: Travel may be required in conjunction with the performance of this requirement. Travel costs incurred shall be in accordance with Federal Acquisition Regulation (FAR) 31.205-46, and only to the extent that they do not exceed on a daily basis the maximum per diem rates in effect at the time of travel as set forth in the Federal Travel Regulations. Travel must be coordinated through the TM and COR and is not authorized until approved in writing by the Contracting Officer (CO) or his/her authorized representative.
Other Direct Costs (ODCs) are charges in direct support of this requirement, and also include travel. All ODCs shall be associated with performance and within the scope of the requirement. Costs are allowable to the extent they are reasonable, allocable, and determined to be allowable under FAR Part 31. All ODCs must be approved by the Contracting Officer or his/her authorized representative prior to the purchase of supplies or performance of services.
1.5 Overtime: Overtime hours are normally required to respond to emergencies, unusually heavy workloads, and unexpected situations that may occur due to unforeseen service requirements. If circumstances indicate the potential need for overtime in order to accomplish a task, such overtime must be authorized in advance by the Contracting Officer or his/her authorized representative.
1.6 Security Requirements: Based on assigned duties, contractor personnel performing work under this contract may be required to obtain and maintain a security clearances for the life of the contract. The type of security clearance is as required based on mission requirements and/or aircraft type.
2.0 REQUIREMENTS
2.1 Objective: The primary purpose of this contract is to support the flight crew operations of all aircraft assigned to all NASA Center aircraft. Requirements include, but are not limited to, 1) performing research, development and sustainment efforts across a broad spectrum of functional disciplines in order to effectively assist in the implementation of Government objectives, 2) supporting project design reviews, technical interchange meetings, program status reviews, flight readiness reviews, 3) attend meetings and be prepared to discuss activities or present data related to the contract as requested by the Government, and 4) support surge demands in staffing or workloads dictated by mission deployments, operations or mission requirements by, for example, adjusting shifts, adding multiple shifts, or part time/temporary personnel.
2.2 Scope: The Contractor shall provide flight crew personnel to support the operation of all NASA Center aircraft. This support shall include all aircraft operations, aircrew, and flight-line operations. Aircraft types include, but are not limited to, motorglider through large commercial, military and experimental, manned and unmanned one-of-a-kind research aircraft. Some are FAA certified.
The aircraft listed in Appendix A reflect the current aircraft types assigned to all NASA field centers, and are subject to change at any time. Specific duty requirements are identified in NPR 7900.3 and this PWS. Any unique Aircrew project requirements for work at other NASA Centers are Center unique requirements which may be requested and approved by the contract Contracting Officer.
2.3 Management: The Contractor shall provide on-site management and establish management procedures to fulfill the requirements of this Performance Work Statement (PWS). The Contractor shall also be required to interface, as required, with various NASA organizations, other NASA Contractors, and appropriate regulatory bodies.
Specifically, the Contractor shall:
a. Provide all management, supervision, labor and materials to perform the requirements of this contract;
b. Provide a fully trained, qualified and certified (if required) workforce. All Contractor personnel duties shall be in compliance with applicable Agency and Center documents, as it pertains to Flight Operation requirements;
c. Plan, organize, schedule, and direct their staff in order to successfully accomplish the requirements of this PWS;
d. Obtain flight crew training as needed to meet mission requirements;
e. Resolve conflicts involving daily activities, planning future operations, and supervising Contractor personnel assigned to this contract;
f. Provide timely and effective communications with the NASA Contracting Officer
(CO), Contracting Officer’s Representative (COR) and Technical Monitor (TM);
g. Maintain reports and records in accordance with NPR 1441.1, NASA Records
Retention Schedules; and
h. Manage its workforce to ensure that quality products and safe operations are provided to NASA and NASA customers.
2.4 Basic Services: The Contractor shall meet the requirements for support per Center direction, and in compliance with NASA Procedural Requirement (NPR) 7900.3, Aircraft Operations Management Manual and NPR 7120.5, NASA Program and Project Management Requirements.
The Federal Aviation Administration (FAA) shall be the default document for minimum standards for acceptable practices. The Contractor shall:
a. Provide fully trained, qualified, and certified (if required) Contractor personnel in sufficient numbers to manage, supervise, and perform work under this contract;
b. Ensure no mission impacts due to position vacancies or personnel qualifications;
c. Exercise management and operational control for performance requirements set forth in this PWS; and
d. Flight crew personnel shall be capable and qualified to perform flight safety duties, which include but are not limited to:
i. Ensure cabin security before and during flight;
ii. Ensure safety of non-essential aircrew and passengers;
iii. Provide in-flight emergency assistance in the event of an incident (smoke, fire, first aid, evacuation, decompression, hazardous material spill, cryogenic mishap, etc.) or at the direction of the flight crew to mitigate life-threatening situations; and
iv. Maintain knowledge of all hazardous chemicals on board and their proper use and containment in order to effectively respond to an incident.
2.5 Flight Crew Support: All crewmembers shall comply with the provisions set forth in NPR 7900.3, FAA, Original Equipment Manufacturer (OEM), and other applicable directives, regulations, and instructions. The Contractor aircrew shall maintain performance standards in accordance with applicable Center procedures and documentation, aircraft specific training plans, and Flight Crew Branch policies and procedures. These standards include, but are not limited to:
a. Knowledge of safety precautions identified in the applicable aircraft technical data;
b. Knowledge of airfield operations;
c. Knowledge of normal aircraft operations identified in the applicable aircraft technical data;
d. All applicable Emergency boldface procedures demonstrated without reference to the checklist;
e. Knowledge of aircraft systems identified in the applicable aircraft technical order;
f. Knowledge of aircraft limitations in the applicable aircraft technical order; and
g. Knowledge of procedures, Air Traffic Control (ATC) regulations, and systems for planning, coordination, and execution of flights.
2.6 Flight Operation Activities: Project support and project aircraft operations shall be conducted in accordance with each Center’s approved operational directives and the NPR
7900.3. Aircraft will normally be operated as public aircraft for missions.
2.6.1 Aircrews flying Mission Management aircraft transporting officially approved passengers in response to Government travel requirements shall conduct operations in accordance with Center approved operational directives, NPR 7900.3, and FAA 14 CFR Part 135. The Contractor aircrew shall operate NASA Mission Management Aircraft as civil aircraft when carrying passengers, and provide services in accordance with Joint Travel Regulations or Federal Travel Regulations as applicable.
2.6.2 The contractor shall ensure that all personnel supporting OCONUS deployments possess passports, obtain Visas and participate in any required authorization under NASA sponsorship when required. The contractor shall ensure all support personnel have security clearances, if required, based on mission. The contractor shall ensure that all personnel supporting foreign deployments participate in security briefings per NASA Procedural Requirements.
2.6.3 The Contractor aircrew shall input aircraft discrepancies into the NASA authorized maintenance database, currently NASA Aircraft Management Information System (NAMIS), in accordance with applicable Center procedures.
2.7 Flight Crew Services: The contractor’s responsibilities as it pertains to flight crew services in support of all platform, research, and support aircraft are as follows:
a. All flight crew services shall be performed in accordance with the approved aircraft technical data;
b. Perform flight crew support to comply with FAA regulations as defined in NPR
7900.3 and applicable aircraft technical data; and
c. Support NASA aircraft and their applicable regulations and operations.
2.7.1 Special Qualifications - Proficiency, Currency and Annual Requirements: The contractor flight crew personnel shall ensure the following:
a. The contractor must comply with each Field Center’s airworthiness authority.
b. Contractor flight crew personnel shall maintain proficiency, currency, and annual requirements in accordance with NPR 7900.3, and applicable aircraft maintenance documents.
c. The Contractor shall provide: aircrew qualifications, copies of medical and FAA certificates, and flight experience to the Chief Pilot (or designee) upon the request of NASA.
d. The Contractor shall operate the designated aircraft in compliance with the current editions of the applicable aircraft flight manuals and other official aircraft documents.
NASA will provide/perform the following, at the government’s discretion:
a. The government shall have the opportunity to conduct a qualification interview.
b. NASA will provide training and qualification checks for Contractor aircrew, including required periodic simulator training.
c. A NASA authorized flight surgeon will provide periodic flight physicals for aircrew.
d. NASA may, with appropriate notification to the Contractor, designate the requirement for contract aircrews to operate different aircraft, or the existing aircraft with configuration changes.
NASA will provide additional training when aircraft equipment, configuration, model, or type is changed.
2.7.2 Pilots: The Contractor shall provide pilots whose duties include but are not limited to:
a. Those identified in NPR 7900.3;
b. Fly piloted and Uninhabited Aerial Systems (UAS) as assigned by the Chief Pilot;
c. Perform preflight, thruflight, and postflight inspections on NASA aircraft in accordance with the Aircraft Flight Manual or NASA approved flight crew checklists;
d. Perform normal and emergency procedures in accordance with the Aircraft Flight Manual and NASA approved flight crew checklists;
e. Perform Functional Check Flights or Operational Checks on aircraft in accordance with NPR 7900.3D and applicable aircraft checklists;
f. Perform Operational Readiness Reviews on aircraft prior to deployment in accordance with NPR 7900.3D and applicable Center procedures; and
g. Perform other operation functions such as scheduling, safety, training, planning and project support.
2.7.3 Flight Engineers: The Contractor shall provide Flight Engineers whose duties include but are not limited to:
b. Perform preflight, thru-flight, and postflight inspections on NASA aircraft in accordance with the Aircraft Flight Manual or NASA approved flight crew checklists;
c. Perform normal and emergency procedures in accordance with the Aircraft Flight Manual and NASA approved flight crew checklists;
d. Perform Functional Check Flights or Operational Checks on aircraft in accordance with NPR 7900.3 and applicable aircraft checklists;
e. Perform Operational Readiness Reviews on aircraft prior to deployment in accordance with NPR 7900.3 and applicable Center procedures;
f. Perform ground engine runs when requested by maintenance personnel; and
g. Perform other operation functions such as scheduling, safety, training, planning and project support.
2.7.4 Navigator/Mission Planner: The Contractor shall provide Navigators and Mission Planners whose duties include but are not limited to:
b. Perform preflight, thru-flight, and postflight inspections on NASA aircraft in accordance with the Aircraft Flight Manual or NASA approved flight crew checklists;
c. Perform normal and emergency procedures in accordance with the Aircraft Flight Manual and NASA approved flight crew checklists;
d. Produce detailed flight plans to support mission objectives;
e. Coordinate and execute real time changes during flight (Navigator only);
f. Proficient with government furnished mission planning software such as Portable
Flight Planning Software (PFPS) and/or Joint Mission Planning Software (JMPS);
g. Utilize the Flight Crew Branch Flight Information Publications (FLIP) program;
h. Perform Operational Readiness Reviews on aircraft prior to deployment in accordance with NPR 7900.3 and applicable Center procedures; and
i. Perform other operation functions such as scheduling, safety, training, planning and project support.
2.7.5 Flight Instructors: The Contractor shall provide qualified and certified personnel who shall perform Flight Instructor duties in accordance with NPR 7900.3 and applicable Center documents.
