About this opportunity

The Department of Agriculture Forest Service seeks a configurable Commercial-Off-The-Shelf Computerized Maintenance Management System (CMMS) software for its aircraft fleet, with proposals due July 20, 2026. This is an unrestricted procurement with no small business set-aside.

Place of performance is Boise, Idaho. The CMMS must support approximately 22 aircraft across seven different makes and models currently operated by the Forest Service. The solicitation is firm-fixed-price under NAICS 513210 (Software Publishers) and PSC DA10 (IT and Telecom – Business Application/Application Development Software as a Service). The contract spans one base year (September 30, 2025 through September 29, 2026) with four optional one-year renewal periods, for a maximum five-year term.

The software must be currently in aviation industry use and capable of aircraft maintenance management, work order creation and tracking, labor and training tracking, technical directive integration, supply management with QR coding, part traceability, and calibration management. The system must deliver 95% uptime for 5–50 concurrent users and provide 24/7/365 support via telephone and email. All software must comply with Section 508 accessibility standards and WCAG 2.0 Level A and Level AA requirements, with Multi-Factor Authentication support required. If proprietary, the CMMS must be hosted in a FedRAMP-certified SaaS environment; otherwise, contractors may host on USDA's certified infrastructure. The solicitation requires submission of 35 user licenses as the base-year deliverable, along with implementation services and maintenance and support.

Evaluation criteria are technical approach (8-page limit), price evaluation for fairness and reasonableness, and past performance requiring five or more years of experience with CMMS for large transport category aircraft and aviation data tracking (3-page limit). Award goes to the highest technically rated proposal with fair and reasonable pricing and acceptable or neutral past performance; no tradeoffs will be conducted. One award is anticipated. The government recently extended the proposal deadline from July 13 to July 20, 2026 at 3 p.m. EST following a vendor request. Prior proposals from February and April 2026 reissuances will not be considered.
