About this file

This is a Questions and Answers document (Amendment 0001) for RFQ 12760426Q0005B concerning an Aircraft Computer Maintenance Management System.

The document addresses a vendor question regarding the scope of required proposal content related to critical requirements for Airworthiness Directives (ADs), Service Bulletins (SBs), and technical directives. The vendor questioned whether PWS 4.2 Traceability, which includes requirements related to ADs, SBs, and TDs, was intended to be addressed in the RFP, as prior proposals reportedly failed to adequately address these critical requirements. The vendor also requested a seven-day extension to the proposal due date to allow adequate time for response following the release of the first round of Q&A answers.

The Government's response clarifies that the critical requirements regarding Airworthiness Directives, Service Bulletins, and technical directives are specified in PWS 4.1.8, not PWS 4.2. The Government confirmed that PWS 4.2 Traceability is not intended to be addressed in the RFP. Additionally, the Government extended the response date to July 20, 2026 at 3pm EST, accommodating the vendor's request for additional time.

RFQ 12760426Q0005B

Aircraft Computer Maintenance Management System

# Document (PWS, RFP, Attachment) Reference Paragraph Questions Government Reponse

RFQ 12760426Q0005B Aircraft Computer Maintenance Management System Amendment 0001 - Questions and Answers

Government Response to Question #1

In a prior question answer released on 7 July 2026, the Government indicated prior proposals failed to address “critical requirements regarding Airworthiness Directives, Service Bulletins, and technical directives”. The RFP requested that vendors address the following items in the PWS:

•Aircraft Maintenance Management (PWS 4.1-4.1.9) •Supply Management (PWS 4.1.10-4.1.16) •Operations Management (PWS 5.)

•Technical Information Management (PWS 6.)

•CMMS Operations and Maintenance (PWS 8.)

•User Training (PWS 11.)

•Help desk availability and help desk functions •Products offered meet the technical requirements of the bill of materials.

However, the RFP did not specifically request offerors to address PWS 4.2 Traceability which includes some requirements related to ADs, SBs, and TDs. It is unclear whether this requirement was intended to be addressed in the RFP. Would the Government consider clarifying the intent to address this element? Additionally, since we just received the answers to the first round of questions, would the Government consider a 7-day extension to the due date?

The critical requirements regarding Airworthiness Directives, Service Bulletin and technical directives is 4.1.8 of the PWS.

4.2 - Traceability is not intended to be addressed In the RFP.

The response date is extended to July 20, 2026 at 3pm est.
