About this opportunity

The Department of Agriculture Forest Service seeks removal and replacement of two outdoor air conditioning units and associated cooling components at its Temperate Tree Fruit and Vegetable Research Unit in Wapato, Washington, with proposals due September 25, 2026 at 5:30 PM CDT. The procurement is a Total Small Business Set-Aside under NAICS 238220.

Place of performance is Wapato, Washington 98951. The scope requires removal and disposal of existing outdoor A/C units (AH 5 Model H1DA024S06A and AH 6 Model H1D076S46A), installation of new compatible units with EPA-approved refrigerant on the roof, retrofitting new coils into existing indoor air handlers in rooms 48B and 51, installation of new line sets and electrical components, building automation system integration, startup and testing, and a one-year warranty from final acceptance. The contractor must obtain all necessary permits and licenses, coordinate demolition to avoid disruption to ongoing research, and manage waste diversion to recycling where practical. Work is priced as a single lump sum line item with a 90-day period of performance following Notice to Proceed. An organized site visit was held September 23, 2026 at 10:00 AM CDT.

The electrical panel serving the outdoor units is located in the mechanical room with existing breaker sizes of 15 amperes for both AHU 5 and AHU 6. The government will consider reuse of existing coils if compatible with new refrigerant and equipment, with modifications such as replacement or retrofit of metering devices. Daikin air handler specifications provided in preliminary submittals were research options but need not be incorporated unless specified by the government.

Award will be made to the offeror with the highest technically rated proposal provided the price is fair and reasonable and past performance is acceptable or neutral. Questions were due September 21, 2026 at 12:30 PM CDT. Prevailing wage rates apply per Department of Labor General Decision WA20260119 for Yakima County. The contract includes FAR and AGAR clauses covering construction wage requirements, payment bonds, warranty of construction, changes and changed conditions, and compliance with anti-discrimination and DEI certification requirements.

Notice text
