About this file

This is a Questions and Answers document for federal contract 1240LN26Q0005, dated September 24, 2026, addressing clarifications regarding HVAC equipment replacement for air handlers AH-5 and AH-6.

The government clarified its procurement intent through six question-and-answer exchanges. The primary scope involves replacing rooftop air conditioning units and indoor DX coils while retaining existing indoor air handlers in rooms 48B and 51. New coils must be retrofitted into the existing air handlers with appropriate mechanical items. The Daikin air handler specifications included in preliminary submittal materials were considered during market research but are not required to be incorporated into contractor proposals. Regarding electrical infrastructure, the government confirmed that the electrical panel serving the outdoor units is located in the mechanical room, with existing breaker sizes of 15 amperes for both AHU 5 and AHU 6. Regarding coil replacement strategy, the government indicated willingness to consider reuse of existing coils with appropriate modifications, such as replacement or retrofit of metering devices, provided compatibility with the new refrigerant and equipment is established. The government referenced uploaded pictures to address questions about electrical panel designation, location, breaker specifications, and voltage/phase information.

AH 5_6 Questions and Answers - 1240LN26Q0005

9/24/2026

1. During the site visit, the onsite mechanics were unable to identify the electrical panels serving the existing AH-5 and AH-6 outdoor units.

Could the government provide or confirm the serving electrical panel designation and location, breaker size and voltage and phase. A:

2. The SOW states that the contractor shall install new compatible rooftop A/C units and “coils for existing air handlers in room 48B and 51,” which appears to indicate that the existing AH-5 and AH-6 air handlers will remain in place and only the indoor DX coils will be replaced. However, the preliminary submittal provided with the solicitation includes Daikin/Oxygen 8 air-handler equipment information. Please confirm whether the Government's intent is to retain the existing AH-6 and AH-6 and replace only the indoor coils. A:

The intent is to replace both roof top and coils but keep indoor air handlers. Coils will need to be retrofitted into existing Air Handler.

3. If the existing air handlers are to remain, please confirm whether the existing coils must be completely replaced as currently indicated in the SOW, or whether the Government would consider reuse of the existing coils with appropriate modifications, such as replacement/retrofit of the metering devices, if the coils are determined to be compatible with the new refrigerant and equipment.

A: The existing air handlers should remain, with the new coils and appropriate mechanical items retro fitted into them.

4. Exact location of the electrical panel feeding the outdoor units

A: Mechanical room

5. Should the Daikin air handler specifications be incorporated into the proposal?

A: The Daiken was an option during our Market research for direct retrofit.

6. Breaker size currently installed for each outdoor unit A: AHU 5, 15 amp, AHU 6, 15 amp
