About this opportunity
The Department of the Air Force Headquarters District Washington seeks comprehensive facility maintenance services for the Air Force Memorial at Joint Base Anacostia-Bolling in Washington, D.C., with proposals due August 31, 2026. This is a 100% Small Business Set-Aside under NAICS 561210 (Facility Support Services), with a small business size standard of $47 million.
Place of performance is Arlington, VA 22204, encompassing approximately 1,100 square feet of office and public buildings and 1.2 acres of exterior grounds. The contract is firm-fixed-price for commercial items under PSC S216 (Housekeeping and Facility Support Services), with a base period from September 1, 2026 through August 31, 2027, followed by four six-month option periods and one optional six-month extension extending through February 28, 2030.
The contractor must staff one Facility Manager (requiring HVAC, generator, or journeyman-level electrical/plumbing experience plus two to three years' relevant experience) and minimum two general laborers on-site Monday through Friday, 7:00 a.m. to 5:00 p.m., with one laborer on weekends during the same hours. Core operating hours are 7:00 a.m. to 5:00 p.m. daily, seven days weekly, excluding Christmas Day, Thanksgiving Day, and New Year's Day. The Facility Manager must provide 24-hour emergency response within two hours. Services include facility administration, preventive maintenance, specialized cleaning (including bird feces removal and debris clearing), HVAC seasonal procedures, diesel generator maintenance with monthly fuel polishing, pest control (indoor mosquito control and rodent boxes), event support including flag-raising and flag-lowering duties, and emergency response. Excluded services are landscaping, snow removal, trash collection, indoor custodial services, bathroom stocking, and fire suppression system maintenance. Performance compliance thresholds require 98–100% for preventive maintenance deficiencies, lighting, HVAC, equipment maintenance, and special events; 95–100% for dress, conduct, and routine service calls.
Mandatory site visit is August 12, 2026 at 2:00 p.m. EST. Questions are due August 14 at 4:00 p.m. EST, with answers posted August 25. Evaluation weighs Technical Capability (pass/fail, 20-page maximum) and Past Performance (up to five references for CONUS Government experience within the last three years) combined as significantly more important than Price. Proposals must remain valid for 60 days. Invoicing processes through the Wide Area Workflow system. Primary contacts are Mr. James Carnes (Contracting Officer, 385-636-7444) and 1Lt Joshua Ewing (229-269-1805).
