About this file

This document is a Questions and Answers file for federal contract solicitation FA7060-26-R-CE10 for Air Force Memorial Facility Maintenance Services, issued on August 25, 2026.

The solicitation is a recompete for facility maintenance services at the Air Force Memorial. The previous contract (FA7060-23-D-0001) expired July 31, 2026, with no current incumbent. The anticipated contract consists of a one-year base period and four six-month option periods for a total of three years, with one additional six-month option extension available. Price validity is 60 days from date of offer. The contract requires technical capability information, past performance data, and pricing proposals. Key staffing requirements include one Facility Manager and two general laborers on-site Monday-Friday, 0700-1700, and one general laborer on weekends during the same hours. The Facility Manager must have working knowledge of electrical systems and may need to arrange subcontractors for specialized work. Minimum daily on-site staffing of three personnel (weekdays) and one laborer (weekends) is mandatory to ensure performance success.

The scope includes facility maintenance for three buildings (guard booth, main facility, storage unit), generator maintenance and fuel supply, HVAC systems, plumbing fixture maintenance, pest control services (indoor mosquito control and rodent boxes), exterior cleaning and debris clearing, exhaust fan and HVAC ventilation cover cleaning (monthly or as needed), and emergency response requiring facility manager expertise for hazardous material spills, power outages with generator failure, and water leaks. The contract excludes landscaping, snow removal, trash collection, indoor custodial services, bathroom stocking, and fire suppression system maintenance. Service calls are separated into three billable categories: Routine, Special Events, and Emergency. Reimbursable items include diesel fuel (with taxes), refrigerant, light bulbs (indoor and outdoor), backflow preventer inspections, and parts. The contractor must furnish an electric blower with battery supply, computer with Excel software, and Wi-Fi services for employees. Historical service data shows ten routine service calls in the past 12 months and three weekend events, with no emergency calls outside normal operating hours. Generator tank cleaning and fuel polishing occur every two years, with the next service scheduled for June 2027. The government will fund reimbursable CLINs upon contract award, and the contractor is responsible for all subcontractor work and associated costs.

Air Force Memorial Facility Maintenance Service

Solicitation FA7060-26-R-CE10:

Note: Updates to Attachment 1 - Performance Work Statement (PWS) are highlighted yellow

1. Is this a brand-new contract OR is (was) there an incumbent performing these services.

If not brand new, could you please provide the current / previous contract number?

A: There is not an incumbent currently performing the services provided in the Performance Work Statement (PWS). Previous contract expired 31 July 2026. Previous contract #FA7060-23-D-0001.

2. Can you confirm if there is an incumbent performing this work or if it is a new requirement? I’ve seen the contracts that are currently in place for the grounds maintenance and base operations, is there any relation to this e ort or completely separate?

A: This requirement is separate from grounds maintenance and base operations contract(s). Work was previously performed through a Base Operations Service (BOS) contract. The contract expired on 31 July 2026 and there is currently no incumbent in place.

3. Is there any incumbent/recompete or is this a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

A: There is no current incumbent. Reference the answer to question 1 above.

4. The first page of the solicitation states prices remain valid up to 90 days from date of o er. The instructions section states 60 days from date of o er. Which one should we refer to?

A: Price validity has been updated to reflect 60 days from date of o er on the Combo Solicitation.

5. Diesel fuel is to be supplied by the contractor for the generator on site? If so, is there a bulk storage tank? What is the capacity of the tank?

A: The capacity of the Rehlko Model 40Reozk is 279 gallons. There is no onsite bulk storage tank(s). The generator has been at 82% since June 2025 which reflects low consumption. The system turns on automatically on Wednesday of each week for cycling. The system is refueled at 50%.

6. If the contractor is to supply the diesel fuel for the generator, is the fuel tax exempt? Will the government provide the contractor with a letter for the tax exemption?

A: The contractor is to supply diesel fuel with required taxes applied. No tax exemption letter will be provided by the Government.

7. Is lawn care required under the grounds keeping?

A: Yes, lawn care is provided by a separate grounds maintenance contract. However, it is a requirement for the maintenance contractor selected for this procurement to clear (blow o ) the Air Force Memorial grounds and parking lot areas once a day or as needed.

8. Is snow removal required under the grounds keeping?

A: Yes, snow removal services are provided as part of grounds maintenance. These services are provided under a separate contract vehicle. This facilities maintenance procurement requires the contractor to place safety signs to inform guests of safety risk during incremental weather-related events.

9. The price spreadsheet shows one (1) base period of 12 months and four (4) option periods of six (6) months each but at the top it shows one (1) year base period and four

(4) option periods of 12 months each. The previous award was five (5) years total. Will this also be the same or just a three (3) year total contract?

A: The anticipated contract will consist of a one (1) year base period and four (4) – six (6) month option period for a total of three (3) years, with one 6-month option extension (In accordance with FAR 52.217-8) – Combo Solicitation paragraph 1.10.1 updating.

10. Just to confirm, you do not require a technical write-up on how our team will perform the work, just the past performance information required as listed in the instructions section, correct?

A: Section 9.0 - Evaluation Criteria (Combo Solicitation document) has been revised to clarify required proposal submission details. Technical capability information is requested.

11. Can the Government please confirm that only price and past performance is required for submission?

A: Section 9.0 - Evaluation Criteria (Combo Solicitation document) has been revised to clarify required proposal submission details. Technical capability information is requested.

12. Minimum Daily Sta ing – Performance Work Statement (PWS) Section 6.11

PWS Section 6.11 states, the contractor shall provide one (1) Facility Manager and “at minimum two (2) general laborer personnel daily.” The same section also requires an Alternate Facility Manager with the same credentials as the primary Facility Manager.

Please confirm the minimum required daily on-site sta ing during the 0700-1700 operating period. Specifically, does the Government require one qualified Facility Manager plus two General Laborers physically present each day, with a separately designated qualified Alternate Facility Manager available for relief and coverage?

A: It is a requirement that daily, Monday – Friday, 0700-1700, the contractor supplies the Air Force Memorial with one (1) Facility Manager and two (2) general laborers, physically present. On the weekends, Saturday and Sunday, 0700 – 1700, we only require one (1) general laborer to be physically present. We require that in case of emergencies, the facility manager responds to the memorial.

We ask that any alternate Facility Manager have the same credentials as the primary Facility Manager.

13. Emergency Response Requirement – PWS Sections 2.3.1 and 2.3.4

During the August 12, 2026 site visit, attendees were advised that emergency response services are not included in the anticipated contract scope. However, PWS Section

2.3.1 requires a service-call contact number available 24 hours per day, seven days per week, and PWS Section 2.3.4 requires the contractor to respond to emergency service calls at the work site within two hours or less. Please confirm whether these requirements remain applicable. If emergency response services are excluded, will the Government revise or clarify the applicable PWS language?

A: To clarify, emergencies that require the expertise of the facility manager or access to the facility by the contractor, access to the contractor’s subcontractor or the need to obtain a contractor to fix the emergency, require the reporting of the Facility Manager.

Emergencies can be but are not limited to the following:

• Hazardous material spills

• Power outages with generator failure

• Water leaks with possible facility damage

14. Service Call Contract Line Item Number (CLIN) Pricing

PWS Section 2.3.5 describes billable service calls as Contracting O icer Representative (COR) approved work based on estimated labor hours, labor categories, and reimbursable parts. Attachment 2 nevertheless requires o erors to enter pricing for a Service Call CLIN. Please clarify how o erors should price this CLIN. Is the amount intended to be a government-provided allowance, an o eror-developed estimated amount for evaluation purposes, a fixed monthly amount, or another pricing methodology?

A: Service calls CLINS (Routine, Special Events and Emergency) should be priced in accordance with PWS; 2.3.

15. Reimbursable Materials CLIN Pricing

The PWS indicates that reimbursable parts and materials will be reimbursed at actual cost and restricts the addition of overhead, G&A, profit, or similar markups. Attachment 2 contains a recurring Reimbursable Materials pricing line. Please clarify how o erors should complete this CLIN. Should o erors provide an estimated monthly allowance, will the Government provide an estimated amount for evaluation, or should another pricing methodology be used?

A: Pricing worksheet has been revised. The Government will fund this CLIN upon contract award.

16. Electrical Maintenance and Repair Scope

During the site visit, attendees were advised that electrical work is outside the anticipated contract scope. The PWS nevertheless requires the Facility Manager to possess working knowledge of electrical systems and contains maintenance and service call requirements that could involve electrical deficiencies. Please confirm whether the contractor’s responsibility for electrical deficiencies is limited to inspection, identification, reporting, and coordination of Government-approved service-call or subcontracted repairs.

A: Electrical work is not outside of the contract scope. If electrical work is needed, outside of the contractor’s skillset, the contractor must obtain a subcontractor with the appropriate skillset.

17. Snow Removal and Landscaping / Grounds Maintenance

During the site visit, the Government advised that snow removal, grass cutting, landscaping, and other grass-related maintenance are performed by a separate grounds contractor. Please confirm that snow and ice removal, grass cutting, landscaping, planting-bed maintenance, and other grounds-maintenance activities are excluded from the contractor’s fixed-price scope, except for general memorial/exterior cleanliness and placement of safety signage as required.

A: Yes, a separate contract services all lawn care and snow removal services.

18. Weekend and After-Hours Event Support

PWS Section 6.11 establishes normal operations Monday through Sunday from 0700- 1700. PWS Section 2.2.1 states that events requiring additional personnel, events outside normal hours, and events “on weekends” will be treated as service calls. Please clarify whether an event occurring on Saturday or Sunday between 0700 and 1700 is included within the fixed-price Event Support requirement or should be treated as a billable Service Call. Please also confirm whether events outside 0700-1700 or requiring sta ing beyond the minimum on-site workforce are billable Service Calls.

A: Outside of normal hours are billable service calls. See revised Pricing Worksheet that adds the Special Event Services CLIN.

19. Government-Furnished / On-Site Equipment

During the site visit, an exterior storage shed containing event-support equipment was identified, and an electric blower was discussed for exterior maintenance activities.

Please provide or confirm the Government-furnished equipment and event-support equipment that will be available to the successful contractor at contract start, including equipment located in the exterior shed. Please also confirm whether the electric blower is Government-furnished or contractor-furnished.

A: The contractor must furnish an electric blower and ample additional battery supply to clear (blow o ) the Air Force Memorial grounds with no required battery charging times. Special event equipment is furnished by the Government; however, the contractor is required to provide assembly and disassembly for special events. No special event equipment is provided by the contractor.

20. Historical Service-Call Volume

For proposal pricing purposes, can the Government provide the approximate number of routine and emergency service calls experienced during the most recent 12-month period, including the approximate number occurring outside normal operating hours?

A: No emergency service calls occurred outside of normal operating hours over the most recent 12-month period. 10 routine service calls in last 12-month period.

21. Historical Reimbursable Materials Cost

Can the Government provide the approximate dollar value of reimbursable parts and materials incurred during the most recent 12-month period to assist o erors in developing the Reimbursable Materials CLIN?

A: Pricing worksheet has been revised. The Government will fund this CLIN upon contract award.

22. Historical Event Support Activity

Can the Government provide the approximate number of events supported during the most recent 12-month period, including the number occurring outside 0700-1700, on weekends, or requiring personnel beyond the normal on-site sta ing level?

A: During the most recent 12-month period, the Air Force Memorial/Government supported three (3) weekend events. Requests for weekend events are infrequent.

23. Do you have any guidance for the pricing worksheet? For example, Section 2.3.5 of the PWS states that service calls will be quoted by estimated man hours, then billed for actual man hours. On the pricing worksheet, CLIN 0004's unit of measurement is monthly. Are we estimating how many hours-of-service calls would be performed per month? If so, would this number be treated as a Not to Exceed price?

And for further clarification, are CLIN 0002-0005 our monthly estimates for each line item?

A: Pricing worksheet has been revised. The Government will fund this CLIN upon contract award.

24. The cleaning mentioned is under the “grounds" scope of work, and there does not appear to be a section describing interior cleaning. The point of contact (POC) at the site visit said custodial and restroom supplies are included in the scope. Please provide a scope of work for Janitorial and indoor cleaning required, a list of the indoor areas that must be cleaned, and what tasks and frequencies are required along with other janitorial scope.

A: Interior cleaning requirements are exhaust fans and HVAC ventilation covers which are to be cleaned at least monthly or as needed. All other cleaning requirements are exterior.

25. If the custodial work will be performed by others, is the successful o eror required to purchase and restock restroom supplies under the base fixed price? If so, on which CLIN does this pricing belong?

A: The contractor does not have interior cleaning responsibilities beyond what is identified in response to question 24 above.

26. Are any landscaping services included in the fixed base price of the contract?

A: There are no landscaping services beyond clearing (blowing o ) the Air Force Memorial grounds.

27. Must contractors include the price of refrigerant in the base fixed price or is it considered a reimbursable "part"? If refrigerant is included in the base price as maintenance "material" instead of a repair part, please provide a list of all equipment, the type of refrigerant used, the refrigerant capacity, equipment age, and repair history.

A: Refrigerant is reimbursable.

28. Are "security" requirements limited to Sections 2.1.1, 6.2, 6.11, and 6.12? E.g., are there requirements for physical access controls or determining visitor access in the fixed base price (e.g., an individual was stationed at the entrance during the site visit that allowed our representative to enter)?

A: Per the addition to PWS Section 6.12, all employees must be able to pass a criminal background check.

29. Please provide the scope for cleaning/janitorial services required.

A: This is addressed thoroughly in the PWS, Section 2.1.12

30. There is no list of buildings in the What buildings are included in the scope?

A: 3 building are included in this scope: the guard booth, the main facility and storage the unit.

A: Stocking the bathrooms is not part of this procurement. Please reference question 33 above.

36. The scope does not seem to include any mention trash services.

A: Trash pickup is not part of this procurement and is handled by a separate contract.

37. Is emptying trash, a contract to haul trash and recycles from the site, removal and replacing liners included in the fixed base price? If so, what are the requirements (e.g., where is trash to be taken, are reports required, etc.)?

A: The trash functions listed above are not part of this procurement.

A: Section refers to service calls section 2.3.

49. Is there a current equipment/asset list? Can you provide it to o erors prior to bidding?

A: No equipment for maintenance or repairs. Must be supplied by contractor.

50. It is understood that the generator described in section 2.1.5 requires maintenance under the fixed priced portion of the contract, along with lighting, HVAC systems, plumbing fixtures and systems mentioned in section 2.1.5 require maintenance. Are there any other asset categories subject to PM and scheduled service/repair (e.g., storm water management, landscaping, custodial, sanitary sewer systems, utility meters, roofing, fire protection/detection systems, etc.)?

A: Yes, Roof is being replaced and require little to no maintenance. We only require the storm drains to be cleared from debris causing overflow.

51. Does the statement, "if the repair cannot be performed by the contractor" mean that it is not in the skillset of project sta and requires specialized subcontractor? If so, is the contractor's responsibility (under the fixed base price) for scheduled service/repair for labor during regular hours (for example, replacing a “part" funded by the government like a faucet)?

A: Yes, contractor provided parts reimbursable by the government.

52. Section 2.3 is unclear about which, if any, of the di erent service calls listed are included in the base price or if they are billable.

A: Service calls revised and broken out into 3 separate billable CLINs Routine, Special Events and Emergency in PWS and on Pricing Worksheet. Reimbursable CLIN should not be priced by the contract. This will be provided as an NTE by the Government.

53. Are “routine service calls" for repairs that require sub-contractors billable? Or would they be arranged, paid for, and scheduled by the government?

A: Yes, Government pays the prime contractor for services rendered by sub-contractors.

54. What is the contractor's liability under the base contract for technical work beyond the contractor's certification and/or skill level (aside from generator maintenance services)?

A: Full liability, contractor responsibility to analyze skillset and acquire subcontractor with appropriate skillset.

55. Please provide the PM tasks and frequency required for the generator. The monthly reporting requirement follows the fuel polishing requirement. What is the "task assessment" that must be reported by the 15th of each month? Please provide a schedule of services for generator subcontractor pricing that must be included in the base fixed price of the contract?

A: Cleaning of system was provided during the walkthrough in smart sheet. Should be cleaned every 2 years.

56. Is the cost of fuel to be covered under the firm fixed price? If so, please provide an estimated amount to be included in the price and on which CLIN the cost should be placed?

A: Fuel reimbursement cost falls under CLIN 0007 Reimbursable Materials

57. On which CLIN should o erors include the cost of the generator subcontractor?

A: If it’s preventive maintenance, it falls under CLIN 0001 Facility Maintenance. If it’s routine service, it falls under the routine service CLIN (with the exception of diesel generator fuel, which is reimbursable under the reimbursable CLIN).

58. The scope for and frequency of both "tank cleaning" and "fuel polishing" are unclear.

How often is fuel polishing required? How often is tank cleaning required? What monthly tasks are required for the generator? Under which CLIN should the cost of the next 2-year tank cleaning and the fuel polishing be included (e.g., when were these services due next)?

This is important to understand since some POPs are only 6 months, and we must know when annual or multi-year tasks must be performed.

A: Smart sheet provided at walkthrough. Polishing and tank cleaning is done every two years. Tank should be cleaned every 2 Years

59. Will the successful contractor be provided with the report or document that with the table of contents (e.g., Pages 4,5 Overall details about the generator, Page 63-65 Transfer Switch, etc.)? Is that report from the 2-year fuel polishing/tank cleaning?

A: Yes, awarded contractor will receive a copy of the report. Generator is new as of June 2025. Next service should be scheduled for June 2027.

60. What is the frequency of this requirement? Please clarify the frequency of the "Master Contractor Report" is listed as required within 30 days of contract award. Is this report required at other intervals (e.g., annually, monthly, etc.)? Can you provide a template for this report so o erors can determine the level of e ort?

A: Master Contract Report provided as attachment #4

61. Is there a BAS? If so, is the successful contractor responsible for subcontracting services under its fixed price? If so, please provide a full description of the system, and describe the contractor's liability for software updates (if required), what version is currently in use, and where should that price be included

A: Not clear on what BAS stands for. Contractor is responsible for all sub-contractor work and prices and shall bill accordingly.

62. Are o site event services required at the base price of this contract? Or does this refer to administrative tasks and meetings?

A: No o site event requirement.

63. Exterior cleaning is discussed in the PWS, but the PWS does not include a description of required indoor cleaning services (other than the o ice), restocking restroom supplies, trash collection and/or trash hauling. Please provide the scope of work.

A: No requirement for indoor cleaning services (other than what is in the PWS). No restocking restroom supplies, trash collection and/or trash hauling in this requirement.

64. If another contractor is responsible for janitorial services and restocking, will the successful contractor be responsible for restocking when supplies are exhausted? If they are included, please provide the details of work requirements.

A: Answered in question #41.

65. Aside from the generator, are any other fire suppression, fire alarm, or other life/safety assets included in the maintenance scope of work (e.g., fire extinguishers, alarm panels, etc.)?

A: No requirements under this scope.

66. Is the contractor required to maintain a computer onsite for the duration of this contract? Or, is the contractor responsible for internet services if they need it to meet the performance requirements? If the successful contractor does not need an internet connection onsite, (e.g., they plan to use devices with built-in internet like tablets, do they need to provide internet to the site (e.g., Wi-Fi)? If so, what company is currently providing internet services onsite?

A: Yes, the contractor shall supply a computer and be able to provide reports upon request.

Adobe Excel shall be contractor provided and updated to government needs. The contractor is responsible for Wi-Fi services for their employees.

67. Can the government provide the account information to the successful bidder to help with the transition?

A: Not clear on what is implied by “account information.” No incumbent contractor is in place. An equipment inventory list and applicable historical service documents will be made available to the successful bidder.

68. Since there is no indoor custodial work in the PWS, why must the Facility Manager be familiar with "janitorial services"?

A: There are several exterior janitorial/cleaning requirements as per the PWS.

69. Please define "continuous coverage." Do you require a facility manager ‘on-site daily to perform required tasks and be able to respond to emergencies as required or on-site during all core hours’ (10 hrs. a day, 7 days a week, except 3 holidays per year)?

A: Yes, must have continuous coverage. It is extremely rare to be called in for emergency.

None this 12-month period.

70. (6.11 Sta ing) Does “this individual" refer to an alternate facility manager?

A: Section 6.11 revised to refer to the Facility Manager.

71. (6.11) This section seems to indicate there should be two facility managers and one laborer, which contradicts the first part, The contractor shall supply one (1) facility manager and at minimum two (2) general laborer personnel daily to support the scope of work for this contract. Please clarify.

A: Section 6.11 revised. The scope of this work requires minimum of 3 personnel (Facility Manager and 2 laborers during normal weekday working hours and 1 laborer during weekend hours. Any alternate Facility Managers must meet the qualifications of the position.

72. (6.11) This seems to contradict the statement above that a minimum of 2 laborers are required onsite each day. It sounds like two facility managers are required and a single laborer. Can you please clarify if you have minimum onsite sta ing requirements for specific hours? OR, is the contractor responsible for providing sta ing that meets the performance work requirements?

A: Answered in question # 49.

73. (6.11) The duties are designated for the facility manager (e.g., 2.1.1 Communication,

2.1.2 Key control, 2.1.3 Permitting Licensing & Compliance (and subsections), 2.1.4 Facility Manager’s Monthly Site Condition Reporting Duties, 2.1.5 Equipment PM and Scheduled Service/Repair and subsections), 2.1.6 Outdoor Faucets Winterization Shutdown and Drained, 2.1.7 Operational Lighting Monitor, 2.1.8 HVAC Seasonal Start-Up and Shutdown Procedures, 2.1.9 Facility Manager's emergency response (although this is reimbursable),

2.1.10 Project Standards, 2.1.11 Safety Concerns (seemingly unrelated subsections Memorial grounds, 2.1.12 inventory Management, 2.1.13 Warranty and Installer Management, and 2.1.14 Pest and Animal Control) make up all the work requirements.

What are the duties not designated for the facility manager? The PWS seems to indicate event support is the only duty, along with some non-technical service calls; what other duties require two laborers onsite daily?

A: Section 2 of the PWS describes the performance work and the responsibility of Facility Manager to ensure the performance work requirement is met. The minimum sta ing of two

(2) laborers ensures successful completion of the performance work requirements.

Historically, these minimum sta ing requirements have yielded the best performance results for success at the AFM.

74. Must the contractor provide a total of 3 people onsite during all core hours (10 hrs. a day, 7 days a week, except the 3 holidays per year)?

A: Yes, minimum 3 personnel during the weekday and 1 during the weekend.

75. Is it the government's intention that the Facility Manager will be qualified to (and will) perform maintenance and repairs onsite?

A: Yes, anything within the skillset shall be required to be repaired by the Facility Manager.

He/she should have judgement to understand what is and isn’t not within their skillset.

76. If "laborers" are expected to perform these services, shouldn't the General Maintenance Worker wage category 23370 apply instead of Laborer wage category 23470?

If custodial services are required, will the Janitor 11150 wage category apply instead of laborer wage category?

A: Contractor should select the best laborer wage category to ensure performance work success.

77. (WD 2015-4281) Revision 38 was issued July 30. Will the new version be incorporated into the award or will revision 37 remain active until a new WD is incorporated for option period 1?

A: The newest WD will be incorporated upon award.

78. (Price Sheet) Can you please describe the PWS sections that should be included in the price for each CLIN?

A: All sections of the PWS should be addressed/priced in the first CLIN with the exception of Sections that are addressed separately on the pricing sheet (i.e. Pest Control, Facility Manager, etc).

79. All CLINs have a QTY equal to the POP, and unit of months, which typically indicates fixed prices invoiced monthly. Are all these CLINs expected to be billed monthly as fixed price services, equaling the annual price divided by the number of months for work covered under the base contract?

A: See revised Pricing Sheet.

80. Can you please indicate the services that are included on this CLIN or provide other general guidance, so that the government is able to clearly compare the prices of di erent o erors?

A: Unclear on what CLIN is being referred to.

81. How should o erors distribute the labor over the CLINs (e.g., what types of work should this CLIN)?

A: PWS describes what is required for each CLIN.

82. At the site visit, o erors were told that the contract included indoor custodial services, but there is no scope related to custodial. If custodial services are required, will the price be listed on this CLIN on the price sheet?

A: There will be no indoor custodial services for this requirement.

83. Should this price include the cost of the subcontractor and a portion of the Facility Manager labor to supervise the subcontractor? If not, what should be included on this CLIN? Is it billed in equal monthly payments on a firm fixed price for entire POP divided by the number of months (even though the services may be scheduled at various time throughout the POP)?

A: Supervision of sub-contractor work is expected to by part of pricing for Facilities Management.

84. The term “service manager" does not appear in the PWS. What goes on this CLIN? Is this for the cost of Facility Manager(s) described in the solicitation? Please clarify what should be included in this CLIN (e.g., labor only for the services described in section 2.1 Facility Manager?

A: CLIN 0002 revised to Facility Manager in accordance with PWS.

85. "The price sheet calls for pricing 12 months of service calls. Is this CLIN for reimbursable service calls? If so, there is no way to price reimbursable service calls in advance without knowing how long each will take. Can the government please provide the price for this line based on its estimated need for the services, so the contractor can bill approved work against it?

A: Revised price sheet reflects max number of service calls per category, per year.

86. (2.3.5 Billable Service Calls) If this CLIN is for reimbursable billable service calls, the monthly pricing does not make sense for the CLIN, as the costs cannot be determined by o erors, since there is no quantifiable data to price. The scope describes billing for actual hours worked, but the CLIN should have hourly rates and a quantifiable number of hours.

Please clarify how this CLIN will be billed and how the price will be evaluated. It appears the terms of the contract will require the government to pay for actual hours worked on billable service calls, so if the amount of approved reimbursable service calls exceed the amount on this CLIN. Will the gov. add additional funding to the CLIN when it is exhausted or is the contractor responsible for additional hours without reimbursement when the CLIN is exhausted?

A: Revised price sheet reflects max number of service calls. Reimbursable CLIN is Not to Exceed (NTE). To be used for reimbursable expenses from service calls or other reimbursable items/expenses. The Government will fund the reimbursable CLIN.

87. (CLIN 0004 FSS Service Calls) Can the gov provide examples of what types of costs should be included on this CLIN (e.g., a portion of the labor dedicated to service calls?

88. Can you provide examples of the types of service calls that would be included in this CLIN's price? Billable services calls? How will this CLIN be billed? As a fixed price, over 12 months? If the o eror must fill this out, how does the price impact the evaluation of o ers?

A: Answered in question #65

89. If materials are not reimbursable, as the PWS says in section 2.1.12, Why is there a CLIN for "reimbursable materials"? There is no quantifiable information for o erors to price this CLIN, and the contract documents state that the successful contractor will be reimbursed for actual costs, so how is this billed monthly? Please advise.

A: Section 2.1.12 revised to include acceptance of reimbursable materials.

90. The contractor must estimate the cost of non-reimbursable materials to be covered in the fixed price portion of the contract, to be billed monthly. Is it your intention for this to be where o erors put our estimated monthly fixed price for non-reimbursable materials? If this CLIN indeed refers to reimbursable "parts," does the contractor need to fill out CLIN 0005? Or will the government provide a budget for this CLIN?

A: Price revised to not include reimbursable CLIN in calculations. Government will provide budget for reimbursable CLIN.

91. If o erors are supposed to fill in this price for reimbursable parts, how are o erors supposed to determine the level of funding needed for repairing parts onsite during any given period of performance without any historical information or asset list for this CLIN?

Please clarify what o erors are supposed to include in the "reimbursable materials" CLIN price, how the price impacts the evaluation of o ers, and how the contractor will bill against the CLIN. Can the government determine the budget for this CLIN so the contractor can provide receipts to draw down on the CLIN for parts? If not, please provide historical spending for this CLIN, and describe how the amount will impact the price evaluation?

A: Answered in question #68.

92. On the prior solicitation FA706023R0002 for O&M at this site, the price sheet for these two CLINs had a QTY of 1 and a price of NTE. If these CLINs are for billable work, can the government provide a budget number for these two lines, since the o erors have no basis to estimate these unknown services that may be required in the future POP that will be billed as reimbursable services are approved and completed? If these two CLINs are supposed to be billed monthly in equal installments, will you revise the scope to reflect that the services will not be billable; they will be included in a monthly fixed price CLIN instead.

A: If referring to the reimbursable CLIN, answered in question #68.

93. On which CLIN should o erors include the cost of outdoor cleaning services (they are listed under the section "2.1 Facility Manager" is there a CBA onsite currently? Can the successful contractor identify deficiencies that will be reimbursable at award (e.g., issues that are covered under the fixed base price) or is the contractor responsible for correcting maintenance deficiencies that already exist onsite?

98. Does any equipment onsite currently use ozone depleting substances? If so, will the gov incur the cost of replacement or will this clause be removed?

A: No known ozone depleting substances onsite. However, the clause will remain, as it is required. The contractor should ensure no contractor owned ozone depleting substances are brought on the site.

99. In the Memorial Plaza, there are storm drains integrated into walkways. Is the contractor responsible for maintaining the drains below the grates by removing debris? If the contractor is responsible for them, what are the requirements, and will the work be reimbursable?

A: No, we do need debris to be cleared away to prevent overflow.

100. Are backflow preventer device annual inspections included in the fixed price for the contract or is it reimbursable?

A: Reimbursable
