About this opportunity

The Department of the Air Force Air Education and Training Command seeks preventive maintenance and testing services for air-cooled and water-cooled chillers at Goodfellow Air Force Base in San Angelo, Texas. The contractor must provide all labor, materials, tools, equipment, and supplies necessary to perform annual preventive maintenance on 39 air-cooled chillers and 8 water-cooled chillers in accordance with ASME, NFPA, and ASTM standards, with services including megohm testing, leak detection, refrigerant level checking, spectrographic oil analysis, eddy current testing, and comprehensive annual reporting. Key qualifications include possession of a valid EPA Universal Certification and Mechanical Contractors License prior to work commencement, with a required crew consisting of a minimum of one Lead Technician and one Helper. The Government will employ Lowest Price Technically Acceptable (LPTA) evaluation procedures, awarding the contract to the responsible offeror offering the lowest price among those deemed technically acceptable, with technical merit considered less important than price. Critical deadlines include submission of questions by March 4, 2026 at 1:00 PM CST (with answers posted by March 5, 2026), proposal submission by March 9, 2026 at 1:00 PM CST, and a mandatory pre-quote site visit on March 3, 2026 at 9:00 AM CST at Goodfellow AFB Building 707 requiring advance submission of a Base Access Letter template by February 26, 2026.

This acquisition is structured as a 100% Total Small Business Set-Aside under NAICS code 238220, with no identified incumbent contractors mentioned in the solicitation documentation. The contract period of performance spans five years from April 1, 2026 through March 31, 2031, consisting of a base year plus four option years with identical service requirements each year, including 7 preventive maintenance services for water-cooled chillers, 30 for air-cooled chillers, and 7 eddy current tests for condensers. Specific budget information is not disclosed in the solicitation; however, the size standard for this small business set-aside is $19,000,000. Pricing is structured as firm fixed price per unit, requiring offerors to submit itemized unit prices for each contract line item. All work will be performed at Goodfellow Air Force Base in San Angelo, Texas, with inspection and acceptance conducted by the 17th Civil Engineer Squadron, and the contractor must comply with prevailing wage requirements established under Service Contract Act wage determination No. 2015-5251 for Irion and Tom Green counties.
