About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) Southwest Fisheries Science Center intends to award a single source contract to Agilent Technologies, Inc. for a one-year service and maintenance plan for an Agilent Bioanalyzer 2100 instrument used in scientific research. The procurement is being conducted under FAR 13.106-1(b)(1) as a sole source acquisition, though NOAA is issuing this notice to determine if other sources can demonstrate capability to meet the requirements. Interested vendors must submit capability statements that include technical data, cost information, and convincing evidence of their ability to provide the specialized services, including certified technician requirements and manufacturer-specific training. The evaluation will focus on whether respondents can demonstrate the technical capability to perform the required maintenance, repairs, and software updates for this specialized laboratory instrument. All capability statements must be submitted electronically by July 29, 2025, at 1400 Pacific Time to the designated contracting officers at NOAA.
This procurement does not utilize any set-aside designations and is structured as a firm fixed price contract. Agilent Technologies, Inc. appears to be the incumbent and intended awardee, as they are the original equipment manufacturer with the proprietary certification requirements and technical specifications needed for the Bioanalyzer 2100. The contract covers a base performance period from September 1, 2025, to August 31, 2026, with two additional one-year option periods potentially extending services through September 1, 2028. Key service components include one scheduled preventative maintenance visit per twelve-month period, same-day remote repair services, unlimited on-site service visits with original equipment manufacturer replacement parts, and necessary software updates. The contract requires technicians to be trained and certified specifically by Agilent Technologies for Bioanalyzer 2100 repair and maintenance, reinforcing the technical justification for the single source approach. While no specific contract value is disclosed in the notice, the procurement falls under the analytical laboratory instrument manufacturing NAICS code 334516 and maintenance/repair PSC code J066.
