About this opportunity
The Air Force Services Center (AFSVC), a Nonappropriated Fund Instrumentality, seeks commercial purchase card services for global military Morale, Welfare, and Recreation operations, with proposals due October 20 at 2:00 PM Central Standard Time and questions due September 30 at 2:00 PM Central. This is a NAF procurement; FAR rules do not apply, no set-asides are available, and no appropriated funds or federal tax dollars are involved.
Place of performance is San Antonio, Texas. The offeror must be an FDIC-insured credit card-issuing bank, credit union, or savings institution with minimum assets of $1.5 billion and capital of $100 million, and must demonstrate at least five years of experience serving a minimum of 20 organizations with similar scope and complexity. The solution must deliver web-based, commercially available, multi-browser accessible platforms supporting concurrent access for 5,000 users, real-time transaction data (Level 1, 2, and 3), customizable reporting, merchant category code restrictions, chip-enabled card issuance within 5–7 business days, 24/7 customer service, and PCI DSS 100% compliance with annual Attestation of Compliance by Qualified Security Assessor. All systems storing government data must be physically located within the United States. Historical annual spending across AFS, Military Community, CNIC, NEXCOM, and USNA ranges from approximately $492 million to $538 million (FY23–FY26).
The contract is firm-fixed-price for three base years with up to seven one-year option periods, not to exceed ten years total. Pricing submissions must cover three base years and seven option years across three Contract Line Items: all fees and charges for card services, rebate formulas, and any additional fees or incentives. Participating entities must project a minimum $5 million annual spend.
Evaluation employs best-value trade-off methodology across four factors in decreasing order of importance: Technical Excellence (Technical Approach, Transition Plan, Contractor Technical Solution Statement—each requiring "Acceptable" minimum rating); Live Test Demonstration (binary Pass/Fail for each test category); Past Performance (three references required for "Substantial" confidence); and Price/Cost (realism and competitiveness analyzed but not rated). Award will proceed without discussions unless minor clerical corrections are needed. The NAICS code is 522210, Credit Card Issuing; PSC is R711, Support—Management: Banking. This is a recompete of incumbent contract F41999-19-D-0015.
