L.15.6.6. Organizational Structure Change History, if applicable
L.15.6.7. Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc.
In many cases these changes have taken place during the time of performance of relevant, present or past efforts, or between conclusion of recent past efforts and this source
L-13 selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. To facilitate this relevancy determination, include in this proposal volume a “roadmap” describing all such changes in the organization of the Prime Contractor and its team members. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation/performance confidence assessment. Since the NAFI intends to consider present and past performance information provided by other sources as well as that provided by the Contractor (s), the “roadmap” should be both specifically applicable to the efforts identified and general enough to apply to efforts on which the NAFI receives information from other sources.
L.15.7. Factor 3 – Past Performance
The offeror will provide past performance information. Failure to do so may result in removal from the competition. Past Performance will be evaluated through an integrated analysis of recent and relevant performance. Offeror’s will receive a single Confidence Assessment rating IAW Section M. The NAFI will use information from various sources, including but not limited to: Past Performance Information data submitted, Questionnaires, and interviews. All information must be for the same business entity proposing to perform the requirements.
L.15.7.1. Subfactor 3A - Past Performance Information (PPI)
L.15.7.1.a. The offeror must provide PPI narratives on at least three (3) recent projects of similar magnitude and scope performed within the last five (5) years. Recency is defined as contracts completed or ongoing recency is defined as active or completed efforts performed within the past five (5) years from the issuance date of this solicitation.
Relevant performance is defined as efforts involving a similar scope and similar magnitude of effort and complexity as this solicitation requires, as described in the SOO and the Sections L and M Evaluation Factors and Subfactors. Relevancy is more important than quantity of PPI. The NAFI will not consider performance on a contractor submission that occurred more than five (5) years prior to the date of this solicitation. Page limit for narratives must not exceed three (3) pages per project.
The narrative must include: 1) Customer contact information (i.e. Name, Email, Phone Number, and Mailing Address); 2) A complete description of the scope of the services provided to the customer; 3) The magnitude of the customer requirement; 4) Cost saving initiative initiated during implementation or performance period of the contract; 5) Timeliness and challenges associated with the implementation and lessons learned; and 6) Solutions or adjustments made in response to the challenges in cost experienced.
L.15.7.1.b. The Offeror must complete and include PPI for each project. Note that the NAFI generally will not consider performance on a newly awarded contract without a performance history.
L.15.7.1.c. Offerors are required to explain what aspects of the projects are deemed relevant to
L-14 the proposed effort. Offeror must describe the rationale supporting the assertion of relevance of the submitted requirement to this acquisition. Offeror must clearly link past performance to the aspects of the Offeror’s proposed efforts.
L.15.7.1.d. Offerors must include information regarding efforts accomplished to resolve problems encountered on prior projects as well as past efforts to identify and manage requirement risk. The Offeror is required to demonstrate clear management actions employed in overcoming problems and the effects of those actions in terms of improvements achieved or problems rectified. For example, submission of quality performance indicators or other management indicators could show how the Offeror has overcome problems. Submission of this information may allow the Offeror to earn a higher confidence rating.
L.15.7.1.e. Subcontractor Consent: PPI pertaining to a subcontractor cannot be disclosed to the Prime Contractor without the subcontractor’s consent. Provided with the proposal, a consent letter from all subcontractors that will perform major or critical aspects of the requirement, with their consent to the release of their past performance information to the Prime Contractor. See sample letter in Attachment L-3: Subcontractor/Teaming Partner Consent Letter for the Release of Past Performance Information to the Prime Contractor.
L.15.7.2. Subfactor 3B - Past Performance Questionnaire (PPQ)
Client References: Using Attachment L-2: Past Performance Questionnaire, Offerors shall solicit at least three recent client references per business line in the proposal option offered. Client references must be for the entity(ies) proposed to perform services for that business line under any contract resulting from this solicitation. “Client” is defined as a corporate or Government entity for which the Offeror provides payment products and services. Clients completing the survey must be individuals within the client organization. Offerors shall provide the questionnaire to their clients with instructions on completing the questionnaire and return it directly to the email addressed provided in L.7.1. Offeror Submission Instructions. It is the Offeror’s responsibility to ensure that complete Past Performance Questionnaires are returned by the required due date.
