About this opportunity

The Aerospace Systems Technology Research and Assessment Program will research and demonstrate two focus areas: Aerospace Technology Development and Testing centered on transformative aerospace capabilities, control theory, manned-unmanned teaming, verification and validation, and modeling and simulation; and multi-domain operations modeling, simulation and analysis tool development and analysis. The Department of the Air Force Materiel Command Research Laboratory seeks proposals to address requirements for basic IDIQ contracts and initial task orders in one or both focus areas. Proposals are due by November 17, 2020 and awards are expected December 2020 to January 2021.

There is no set-aside designation. The solicitation is being conducted under NAICS codes 541712 and 541330 with PSC codes R425 and R425. The Air Force plans to award two IDIQ contracts with a total estimated value of $243.05 million over seven years to support research and assessment activities. Offerors are invited to propose capabilities in control theory application, manned-unmanned teaming concepts, verification and validation of aerospace systems, and multi-domain operations analysis.

The Aerospace Systems Technology Research and Assessment (ASTRA) Program will research, develop, and demonstrate two focus areas : (1) Aerospace Technology Development and Testing (ATDT); and (2) multi-domain operations (MDO) modeling, simulation, and analysis (MDMSA). The ATDT focus area will center on transformative aerospace capabilities, control theory and application, manned-unmanned teaming, verification and validation, and MS&A of aerospace system concepts. The MDMSA focus area will center on MDO MS&A tool development and MDO analysis.
