Performance Work Statement Summary
This Performance Work Statement (PWS) defines requirements for annual service, inspection, maintenance, and repair of aerial lift equipment at Beale Air Force Base, California, with an effective date of July 28, 2026. The contract covers equipment assigned to two organizations: the 9th Civil Engineer Squadron (9 CES) and the 940th Maintenance Squadron (940 MXS), with differentiated service requirements for each group.
For 9 CES equipment (16 aerial lift units listed in Appendix A, Table A-1), the contractor must provide annual inspections, preventive maintenance, and on-call repair service performed during normal business hours (7:30 a.m. to 4:30 p.m., Monday through Friday, excluding Federal holidays). Annual inspections must be performed by Factory-Certified Service Technicians per JLG I250 AJP guidance. The contractor is responsible for replacement materials (new or approved substitutes), damage repair, fluid changes, and all necessary troubleshooting and programming via JLG software. On-call repairs require 24-hour response time with documented summaries of work performed. For 940 MXS equipment (four aerial lift units requiring annual ANSI inspection and certification only), the contractor must coordinate service dates at least two weeks in advance with the 940 MXS Point of Contact and 9 CONS Contracting Officer; inspections are performed at 940 MXS Dock 5, 19418 Edison Avenue, and repair actions are excluded from this requirement.
The contractor must comply with comprehensive operational requirements including safety (Federal, State, County, and Air Force Occupational Safety and Health standards), environmental protection (hazardous materials handling, spill prevention and response, waste disposal), fire prevention coordination with the Beale AFB Fire Department, and security protocols (base passes, key control, physical security). Additional obligations include providing a contract manager, maintaining equipment in proper operating condition, establishing methods for key control and prevention of loss or duplication, submitting personnel and equipment lists five working days prior to contract start, and providing inspection reports and maintenance documentation within ten calendar days of completion. Replacement materials exceeding $1,500 require prior written approval from the Contracting Officer, and all work must be completed without additional cost to the Government for scheduling delays or coordination failures.
