The program will be conducted at the King Abdullah bin Abdulaziz Command and Staff College in Riyadh, Saudi Arabia, and aims to produce experts in operational planning and campaign design similar to the U.S. Army School of Advanced Military Studies. The solicitation is a 100% full and open competition under NAICS code 611310 for Colleges, Universities, and Professional Schools. Proposals will be evaluated using a best value tradeoff approach, with the Technical Factor being the most important, followed by Past Performance and Price. To be considered for award, offerors must achieve at least an "Acceptable" technical rating.

The contract is not set aside for any specific business category and will be awarded as a Firm Fixed Price contract with a base year and four one-year option years. The initial program will focus on a 40-week master's degree-producing course with an initial cohort of 19 officers at the O4-O5 level. The total contract size standard is $34.5M, with the government intending to award a single contract to the most advantageous offeror. The program will progressively transition from 100% contractor-led instruction to 100% Ministry of National Guard faculty instruction over the contract's duration. By the final year, the program aims to have 114 students and a fully Arabic-led curriculum. The place of performance will be the King Abdullah bin Abdulaziz Command and Staff College in Riyadh, Saudi Arabia, with the ultimate goal of establishing an accredited master's degree program in operational planning.
