About this file
Attachment 0006 is an Instructor Progression Staffing Model for an Advanced Military Studies Program (AMSP) contract with the Saudi Arabian National Guard. The document details a comprehensive seven-year instructor staffing plan progressing from 100% English instruction to fully Arabic-led instruction, with increasing incorporation of Ministry of National Guard (MNG) instructors each year. The staffing model tracks key metrics including contract instructor percentages, number of AMSP graduates, student progression, and language of instruction, transitioning from 2 students in the base year (2025-2026) to 114 students by the transfer year (2030-2031).
The progression demonstrates a strategic approach to developing local instructor capabilities, with MNG instructor involvement increasing from 0% in the base year to 100% by the transfer year. The curriculum evolves from entirely English-based instruction to Arabic oral and written instruction, with specific milestones in Option Years 2-4, culminating in a full Arabic-led program that includes Subject Matter Experts (SMEs). The document indicates that offerors must propose additional personnel for optional contract line items (CLINs) and that the government will use this table to evaluate technical proposals.
