About this file

This document is a solicitation amendment for the Advanced Military Studies Program (AMSP) procurement by the U.S. Army Contracting Command - Rock Island (ACC-RI) on behalf of the Saudi Arabian National Guard. The solicitation (W519TC25RA008) is for a Program of Instruction similar to the U.S. Army School of Advanced Military Studies, aimed at producing experts in operational planning and campaign design for the Kingdom of Saudi Arabia. The procurement is a 100% full and open competition under NAICS 611310 (Colleges, Universities, and Professional Schools) with a $34.5M size standard.

Key details include two Industry Days on 14 and 16 May 2025 for curriculum review, with proposal submissions due by 05 June 2025 at 1700 U.S. Central Time. The government intends to award a single Firm Fixed Price contract consisting of a base year plus four one-year option years. Proposals will be evaluated on technical approach, past performance, and price, with technical and past performance considered more important than price. The AMSP will be performed at the King Abdullah bin Abdulaziz Command and Staff College in Riyadh, Saudi Arabia, and is structured to provide a comprehensive military studies curriculum incorporating joint military operations principles.
