About this opportunity

The U.S. Army Contracting Command - Rock Island (ACC-RI) intends to issue a Request for Proposal (RFP) for an Advanced Military Studies Program to be conducted at the King Abdullah bin Abdulaziz Command and Staff College in Riyadh, Saudi Arabia. The program will produce military experts in operational planning and campaign design, focusing on joint military operations through a 40-week Masters degree-producing course. Key services for this contract include course instruction, curriculum development, bilingual communication, and execution of a campaign case study. The contract will be solicited under NAICS code 561110 for Office Administrative Services and is anticipated to be a firm-fixed price Best Value Tradeoff contract. The estimated RFP issue date is April 2025, with the formal response date to be determined in the full RFP, though contractors should note that all DoD vendors must be registered in the System for Award Management (SAM) database prior to contract award.

The contract structure will include a base year and four one-year option years, totaling a potential five-year engagement. No specific set-aside has been designated for this opportunity, which suggests it is open to a broad range of qualified contractors. While specific award values are not disclosed in the pre-solicitation notice, the comprehensive nature of the program suggests a significant contract value. The point of contact for this opportunity is Nick Sharp, who can be reached at nicholas.m.sharp10.civ@army.mil. Contractors interested in this opportunity should carefully monitor the formal RFP for specific details on proposal requirements, evaluation criteria, and exact submission deadlines. The pre-solicitation notice emphasizes that this document does not constitute a formal RFP and the U.S. Government is not obligated to issue a final solicitation.
