About this file
This document is a Questions and Answers (Q&A) file for the Advanced Military Studies Program (AMSP) solicitation, containing six technical questions and corresponding government responses. Key details include:
The Q&A addresses critical procurement requirements for an Advanced Military Studies Program contract for the Saudi Arabian National Guard, focusing on curriculum integration, business licensing, and operational details. Technical responses clarify that contractors must: maintain ability to receive curriculum updates from SAMS and SAW, obtain a Saudi Arabian Business License and VAT Certificate by 11 June 2025, understand local legal and tax implications, and coordinate course material transfer. The government encourages contractors to leverage professional networks, perform due diligence on local business regulations, and understand the Ministry of the Interior and General Authority for Military Industry (GAMI) requirements. The solicitation is for a program similar to U.S. Army School of Advanced Military Studies, to be performed at the King Abdullah bin Abdulaziz Command and Staff College in Riyadh, Saudi Arabia.

No. Vendor Question/Comment Contracting or Technical Government Response:
Section 2.4 of the PWS requires that the contractor must "maintain the ability to receive curriculum updates from SAMS and SAW and integrate them into the AMSP program." What legal and process mechanisms have been put in place to permit SAMS and SAW to provide their materials to the contractor awarded this contract?
Technical
There are no mechanisms emplaced by the government to compel SAMS and SAW to provide their materials to the course or contractor. The contractor's professional network and personnel choice may play a criticial role in meeting this PWS requirement. The contractor is encouraged to propose a solution that they believe meets the intent of PWS section 2.4.
Can a local subcontractor of the prime contractor provide their Saudi Arabian Business License, while the prime contractor obtains a Saudi Arabian Business License and VAT Certificate, as long as the application for a Saudi Arabian Business License is in progress?
Technical
The USG is uncertain if the utilization of a subcontractor business license as a proxy for the prime contractor complies with KSA law. The contractor should take care to understand the local legal ramificiations of business formation and be prepared to deliver capability on the requested date.
3 Will the Government consider extending the offer due date by one week while the contractor obtains the Business License and VAT Certificate to conduct business in Saudi Arabia? This extension request would not impact the project commencement date.
Technical The solicitation closing has been extended to 11 June 2025. Offeror must have an active KSA Business License and VAT Certificate to conduct business in Saudi Arabia at the time of solicitation closing.
Does this contract require that the contractor issue a performance bond of any kind to Saudi Arabia? Technical
We encourage all potential contractors to understand and abide by Ministry of the Interior and General Authority for Military Industry (GAMI) laws that dictate Industrial Participation Plans and Industrial Participation Agreements. The contractor should fully understand the business environment in KSA. We do not require that the offeror provide a performance bond to participate in solicitation.
5 When can the winning bidder expect all course material (including digital, electronic, web based, lessons learned, student critiques, etc.) to be delivered?
Technical The contractor should notify the government of its intended start date at the facility to coordinate for access and transfer of information and property.
6 Are there any Saudi Arabian tax implications for the contractor beyond the 15% VAT tax to Saudi Arabia? Technical
Contractors should perform due dilligence to understand Saudi tax implications, including consulting with tax or legal professionals as necessary to successfully execute this contract.
