Evaluation will be conducted using lowest-price procedures restricted to technically qualified "Approved Source" offerors, with price being the sole evaluated factor and Total Evaluated Price calculated using predetermined notional quantities. The proposal submission deadline has been extended to December 1, 2025, at 4:00 PM MDT, with the contracting officer and specialist available at Hill Air Force Base, Utah for inquiries.
No set-aside designation applies to this procurement, and the government has not identified any incumbent contractors or specific award values in the solicitation documents. Potential offerors must achieve approved source status through a rigorous qualification process administered by the 416th SCMS/GUEAA, with estimated qualification costs of $23,300 and a 180-day completion timeline; successful qualification does not guarantee contract award. The contract involves repair of three National Stock Numbers with initial notional quantities of 575 units for one NSN configuration and 300 units for another, with delivery required within 30 to 45 calendar days after receipt of carcass depending on the line item. Contractors must maintain ISO 9001:2015 compliance, implement a Counterfeit Protection Plan, comply with Item Unique Identification (IUID) requirements, and report Commercial Asset Visibility data and Contract Depot Maintenance metrics monthly. Repair work will be performed in contractor-owned or operated facilities, with finished goods shipped F.O.B.
