About this opportunity
The Department of Justice's Justice Management Division is seeking administrative support services for the Security and Emergency Management Staff (SEMS) through solicitation 15JPSS25R00000055. The procurement covers comprehensive security-related administrative support across multiple functional areas including personnel security, adjudication, physical security, threat management, emergency management, information security, and HSPD-12 program support to serve approximately 300 United States Attorneys locations across 94 districts. Contractors must possess a current SECRET-level Department of Defense Industrial Facility Security Clearance and submit detailed technical proposals covering management plans, staffing plans, phase-in/phase-out plans, and quality control plans. The evaluation uses a 100-point numerical scoring system prioritizing technical capabilities (75 points total) over price, with management worth 35 points, staffing 40 points, phase-in/phase-out plan 20 points, and quality control plan 5 points. However, proposal receipt is currently stayed due to a NAICS code appeal filed by ARMADA Ltd. with the Small Business Administration, with responses to the appeal due by June 13, 2025, and the original proposal deadline was July 7, 2025.
This opportunity is designated as a 100% Small Business Set-Aside with ARMADA identified as the incumbent contractor under contract number 15JPSS20F00000677. The contract structure includes a base period from October 1, 2025 through September 30, 2026, with four potential one-year option periods extending through September 30, 2030, creating a total possible contract duration of five years. The procurement involves approximately 42 full-time equivalent employees across various security specialties, with an estimated 78,624 total labor hours and a preliminary budget indication of $80,000 shown in government estimates. Work will be performed primarily at EOUSA/SEMS offices in Washington, D.C. and Columbia, South Carolina, with limited telework options available. The contractor will support nearly 13,000 personnel across the United States Attorneys' Office network, providing critical security and emergency management services essential to DOJ operations.
