About this opportunity
The United States Marshals Service (USMS), an agency under the Department of Justice, has posted a Special Notice seeking District Security Officers (DSOs) for personal services contracts. This solicitation is being issued under a class deviation memo granted to USMS on November 5, 2004, which authorizes the use of personal service contracts across the agency's 94 districts and the Justice Prisoner Alien Transportation Systems (JPATS). The opportunity represents an open recruitment effort that will run continuously throughout the contract period of performance, utilizing sams.gov as the primary posting platform rather than traditional bulletin board announcements. Notably, USMS emphasizes that security companies are not authorized to apply under this class deviation memo; only individuals meeting the specified qualifications may submit applications. The contract is classified as a Small Business set-aside opportunity and falls under the Security Guards and Patrol Services NAICS category.
The primary objective of this personal services contract is to recruit qualified individuals to provide prisoner transportation and court-related security services, with the performance location centered at the USMS Prisoner Operations Division at the Landover Operations Center in Maryland. The contract structure includes a base period from October 2025 through September 2026, with four potential option years extending through September 2030, creating a maximum contract duration of four years and six months. Eligible applicants must be currently employed or recently retired law enforcement, corrections, or detention officers who possess U.S. citizenship, a valid driver's license, and the ability to pass a comprehensive background investigation. The solicitation encompasses two labor categories: a standard 40-hour work week (not to exceed 1,920 hours annually) and overtime hours (not to exceed 200 hours annually), with labor rates to be negotiated and subject to potential cost-of-living adjustments at USMS's discretion. Due to the open recruitment structure, interested individuals should monitor sams.gov throughout the contract period of performance, with the stated due date of July 1, 2030 reflecting the contract's overall expiration rather than a single application deadline.
