About this file

This is a solicitation (Request for Proposals) for Administrative Support Services for the Department of Justice's Security and Emergency Management Staff. The solicitation (No. 15JPSS25R00000055) is a 100% Small Business Set-Aside for a firm fixed-price contract with a base period and four option periods from 10/1/25 through 9/30/30. Offerors must possess a current SECRET-level Department of Defense Industrial Facility Security Clearance and submit a comprehensive proposal addressing management plan, staffing plan, phase-in/phase-out plan, and quality control plan.

The evaluation will use a numerical scoring system with 100 total possible points: Management (35 points), Staffing (40 points), Phase-In/Phase-Out Plan (20 points), and Quality Control Plan (5 points). Technical factors are more important than past performance, and both are significantly more important than price. Offerors must submit three relevant past performance references with contracts valued at minimum $500K, completed within three years, and provide detailed documentation including Past Performance Questionnaires. The total evaluated price for the 60-month period will include the base year and four option years, and must be fair, realistic, and reasonable.

General:

a. The Department of Justice / Justice Management Division (DOJ/JMD) is releasing this solicitation electronically only, via SAM.gov. This requirement is a 100% Small Business Set- Aside.

b. In order to maximize efficiency and ensure fairness during the evaluation process, all Contractors must comply with the following instructions for the proposal format and content. Proposals that do not comply with these instructions may be considered as not adequately addressing the requirement and may render the Contractor ineligible for award. The prime contractor shall be responsible for the performance of the majority of the work under this contract. Accordingly, it is the Government’s expectation that the prime contractor will staff no less than seventy-five percent of all labor categories identified herein. In no event shall any subcontractor(s) collectively perform more than twenty-five percent of the labor categories. This requirement is intended to ensure the prime contractor maintains primary responsibility and oversight of contract execution. If the prime contractor elects to partner with one or more subcontractors, the prime shall identify in writing the specific labor categories and positions to be fulfilled by each subcontractor. All key personnel as defined in this contract shall be employed solely by the prime contractor. The Government at its discretion may reject any or all proposals if such action is in the public interest, accept a proposal other than the lowest priced, and waive informalities and minor irregularities in proposals received. The Contractor shall submit documentation illustrating its approach for satisfying the requirements of this solicitation. Proposals must be clear, coherent, and prepared in sufficient detail for effective evaluation of the Contractor’s proposal against the evaluation criteria. Incomplete submissions will not be evaluated and will not be considered for award.

c. Proposals containing exceptions to the terms and conditions of the solicitation or any other deviation to the solicitation’s terms shall be rejected and considered ineligible for award.

d. Pursuant to FAR 52.212-1(g), the Government intends to evaluate offers and award without discussions but reserves the right to conduct discussions if determined to be in the Government’s best interest. Following discussions, offerors still in the competitive range will be given an opportunity to submit a final proposal revision.

The Government may consider past or current contracts (including Federal, State and local Government and private) for efforts similar to the Government requirement. The Government may consider information provided on problems encountered on the identified contracts and associated corrective actions.

Contractors with a negative past performance rating will be afforded an opportunity to address alleged deficiencies. The Government may also consider information obtained from any other sources when evaluating past performance. Failure of a contractor to disclose a relevant Government contract with poor past performance may affect the contractor's past performance rating.

Past Performance Evaluation. The past performance evaluation results in an assessment of the Offeror’s probability of meeting the solicitation requirements. The past performance evaluation considers each Offerors demonstrated recent and relevant record of performance in supplying services that meet the contract’s requirements. One performance confidence assessment rating is assigned for each Offeror after evaluating the Offeror’s recent and relevant past performance, focusing on performance that is relevant to the contract requirements. Past performance information about the Offeror performing as a prime Contractor may be considered more significant and given more weight in the past performance evaluation than that of the Offeror performing as a Subcontractor, predecessor company or for key personnel.

There are two aspects to the past performance evaluation. The first is to evaluate the offeror’s past performance recency/relevancy to the solicited work. In establishing what is relevant for the acquisition, consideration should be given to those aspects of an Offeror’s past performance that would give the greatest ability to measure whether the Offeror will satisfy the current procurement.

The second aspect of the past performance evaluation is their performance confidence rating; how well the Contractor performed on the recent/relevant contracts. The PPQs will be considered in the overall quality assessment for each referenced recent/relevant project. Other sources of information as outlined above may also be considered in the quality assessment. The combination of relevancy and quality of performance will be used to determine the overall performance confidence rating for the Offeror.

Past Performance Relevancy Ratings. In conducting a performance relevancy assessment, each offeror shall be assigned one of the following ratings:

Past Performance Relevancy Rating:

Adjectival Rating Description

Relevant Present/Past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Somewhat Relevant Present/Past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.

Not Relevant Present/Past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

Performance Confidence Assessment: In conducting a performance confidence assessment, each offeror shall be assigned one of the following ratings:

Performance Confidence Assessment Evaluation Rating:

Adjectival Rating Description

Substantial Confidence Based on the Offeror’s recent/relevant performance record, the Government has a high expectation that the Offeror will successfully perform the required effort.

Satisfactory Confidence Based on the Offeror’s recent/relevant performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort.

Neutral Confidence

No recent/relevant performance record is available, or the Offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The Offeror may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence Based on the Offeror’s recent/relevant performance record, the Government has a low expectation that the Offeror will successfully perform the requirement effort.

No Confidence Based on the Offeror’s recent/relevant performance record, the Government has no expectation that the Offeror will be able to successfully perform the required effort.

Offerors that receive a ‘No Confidence’ past performance rating shall be deemed ineligible for award.

In the case of a Contractor without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Contractor may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)).

Price

a. The total evaluated price must be fair, realistic, and reasonable in order to be eligible for award. If the total evaluated price is found to be not fair or unreasonable, the proposal will not be eligible for award. The total evaluated price includes all CLINs and option CLINs for the base year and all options. This includes the Government provided values for the Training and Travel for evaluation purposes only. Price will be evaluated for completeness and reasonableness using the techniques in FAR 15.404-1 including, but not limited to, comparison to the Independent Government Estimate (IGE), comparison to other offers, and/or comparisons to commercial prices. Normally, price reasonableness is established through adequate price competition but may also be determined through price analysis techniques as described in FAR 15.404. No adjectival ratings will be used to evaluate Price.

b. The Offeror’s proposed approach must be consistent with the price proposal. As part of the price evaluation, proposals may be reviewed to identify any significant unbalanced pricing including unbalancing in the Schedule of Prices. In accordance with FAR 15.404-1(g), Unbalanced Pricing, a proposal may be rejected if the Contracting Officer determines the lack of balance poses an unacceptable risk to the Government.
