About this opportunity
The Defense Commissary Agency (DeCA) is conducting market research to identify potential sources for the acquisition and delivery of fresh and frozen seafood to 12 commissary locations across military installations. This pre-solicitation notice seeks information from both small and large businesses capable of providing seafood for resale to military personnel and their families. Interested vendors must respond to a comprehensive set of questions covering their experience in seafood procurement, delivery capabilities, sustainability practices, and logistical support. The agency is specifically looking for companies with expertise in buying, selecting product assortment, pricing, order processing, inventory management, and delivering fresh seafood to government agencies or commercial grocery stores. Responses must be submitted by 4:00 PM EST on January 31, 2025, with respondents required to be registered in the System for Award Management (SAM) and provide detailed company information.
There is no specific set-aside designation for this opportunity, which means both small and large businesses can compete. The pre-solicitation does not indicate a specific contract value or budget range, but it covers seafood procurement for 12 military commissary locations including sites at Andrews Joint Base, Bolling Joint Base Area, Fort Belvoir, and other military installations in the mid-Atlantic region. Vendors must demonstrate compliance with U.S. Army Public Health Command (APHC) approved food source requirements and be able to provide detailed information about their procurement processes, including country of origin for imported seafood. Companies must also show capability in preventing stock-outs, providing comparable product assortments to commercial markets, and supporting in-store events like seafood demonstrations. All seafood products must be sourced from government-approved establishments, and vendors will need to demonstrate their ability to meet strict quality and logistical standards.
