About this opportunity
The Army Contracting Command – New Jersey seeks procurement and installation of an acoustic solution for sound dampening in a server room at U.S. Army Combat Capabilities Development Command Armaments Center, Picatinny Arsenal, New Jersey, with quotes due July 31. This is a 100% Small Business Set Aside; only small businesses are eligible to compete.
Place of performance is Picatinny Arsenal, New Jersey. The acoustic solution must be wall-mounted only (ceiling and server rack-mounted solutions are not acceptable) and must achieve a Noise Reduction Coefficient of 0.08 and a Sound Transmission Class minimum of 45. The server room measures approximately 30'4" x 18' x 35'8" x 10'6" x 5'4" x 7'6" with a 12-foot ceiling height; approximately 650 square feet or less of wall surface is available for acoustic treatment. The solution must address both noise reduction within the server room and prevent noise overflow into an adjoining conference room. Current measured sound pressure level in the server room is 95 decibels. Work is unclassified. The wall between the server room and conference room consists of 3.5-inch galvanized metal studs at 16 inches on-center with 0.5-inch QuietRock 530 acoustic insulation and sound-sealed caulking on both sides; treatment of the conference room is permitted provided it does not interfere with existing HVAC penetrations or alter server room wall composition.
All contractor personnel must complete AT Level I training, iWATCH training, CIAR training, and OPSEC training within specified timeframes (45 days post-award for AT and iWATCH, 30 days for CIAR and OPSEC). Offerors must submit a firm-fixed-price proposal with technical volume (15-page maximum Statement of Work including Bill of Materials and work breakdown structure) and price volume in Excel format. Performance must be completed within 365 days of award. NAICS code is 238310, Drywall and Insulation Contractors; PSC code is 5640, Wallboard, Building Paper, and Thermal Insulation Materials. Award will be made to the responsive, responsible offeror whose proposal is technically acceptable and represents the lowest total price, evaluated under Lowest Price Technically Acceptable (LPTA) methodology without discussions unless the Government determines discussions are in its best interest. Optional site visits were offered July 6–8, 2026; that window has closed.
