About this file

This is a Statement of Objectives (SOO) for an acoustic sound dampening solution in a server room at the US Army Combat Capabilities Development Command (DEVCOM) Armaments Center at Picatinny Arsenal, New Jersey.

The Government requires offerors to develop a comprehensive acoustic solution to reduce high-powered computer-generated noise in an L-shaped server room measuring 30'4" x 18' x 35'8" x 10'6" x 5'4" x 7'6" with 12-foot ceiling height. The solution must achieve a Noise Reduction Coefficient of 0.08 and a Sound Transmission Class minimum of 45, and cannot be ceiling mounted. The proposed solution must address both noise reduction within the server room and prevent noise overflow into an adjoining conference room. Offerors must provide a detailed Statement of Work (CDRL A001), Project Material List (CDRL A002), training certifications for iWatch and Level I Anti-Terrorism/OPSEC training (CDRL A003), product warranty documentation (CDRL A004), and a project schedule (CDRL A005). All work is unclassified and will be performed at Picatinny Arsenal. Offerors will determine their own period of performance and must include all materials, labor, installation, and delivery costs in their proposal. The work requires compliance with multiple security requirements including AT Level I training within 45 days of contract start, iWATCH training within 45 days, CIAR training within 30 days, and OPSEC training within 30 days, with certificates submitted to the Contracting Officer's Representative within 14 calendar days of completion.

1.0 PROJECT TITLE:

Acoustic Solution for Sound Dampening in Server Room

2.0 BACKGROUND/DESCRIPTION:

There is currently one Server Room in our US ARMY Combat Capabilities Development Command (DEVCOM) Armaments Center (AC) facility that requires noise reduction due to server equipment generated noise. Server room is 30’4” x 18’ x 35’8” x 10’6” x 5’4” x 7’6” (L-shaped) and 12” tall.

Sound dampening is the process of applying materials to an area to limit the propagation of frequencies within the space or to help reduce the sound that enters or leaves a space.

The Government has a requirement for sound dampening in their Server Room within their facility and will require a site visit to assess the volume and source of this problematic area. The responding Offerors will then propose their solution for sound dampening in the Server Room and cost to the Government.

3.0 STATEMENT OF OBJECTIVES (SOO):

This Statement of Objectives will lead to the development of an Offeror developed Statement of Work (SOW) for an Acoustic Solution and a Cost Estimate for sound dampening in our Server Room. All material, labor, room-specific solution, installation & delivery will be included in the SOW and cost estimate.

Solution proposed should provide significant alleviation of current equipment noise in this Server Room and overflow of noise into the adjoining conference room. The Government seeks a Noise Reduction Coefficient of .08 with a Sound Transmission Class minimum of 45.

This project is UNCLASSIFIED.

The following objective is desired by the Government for the Server Room:

Objective: Server Room Acoustic Solution The Government’s Server Room has significant high-powered computer-generated noise. This room will need an acoustic solution to reduce or eliminate the noise generated by the equipment. This solution cannot be ceiling mounted. Room is Server room is 30’4” x 18’ x 35’8” x 10’6” x 5’4” x 7’6” (L-shaped) and 12” tall (See Attachment 0002).
