About this file

This is a Questions and Answers document for solicitation W15QKN-26-Q-1BZE, an Army Contracting Command - New Jersey RFQ for acoustic sound dampening solutions in a server room at Picatinny Arsenal. The document addresses six key inquiries from prospective offerors regarding site access, technical specifications, and installation constraints. The Government confirmed that the site visit window has closed, photographs of the server room are not permitted, and wall elevations or detailed drawings showing available installation areas are unavailable. Offerors are directed to the Statement of Objectives for post-installation noise level requirements and decibel reduction targets. The Government estimates approximately 650 square feet or less of available wall surface for acoustic treatment, noting that not all surfaces can be covered due to safety considerations.

Installation is restricted to wall-mounted acoustic treatments only; ceiling-mounted or server rack-mounted solutions are not acceptable. The Government intended the site visit scheduled for July 6-8, 2026, to allow offerors the opportunity to take direct measurements and assess panel placement feasibility. This RFQ is a 100% Small Business Set Aside under NAICS 238310 (Drywall and Insulation Contractors) with firm-fixed-price award terms based on technical acceptability and lowest total price. Prospective offerors must rely on the provided server room drawing, Statement of Objectives, and their own assessment from the site visit to develop compliant proposals.

Combined Synopsis/Solicitation W15QKN-26-Q-155Z Questions and Answers #2

Q1: Is a site visit available for prospective offerors or their suppliers to evaluate the server room?

A1: Site visit window has passed.

Q2: The solicitation identifies the existing noise levels; however, is there a required post-installation noise level or target decibel (dBA) reduction that the Government expects to achieve?

A2: It’s in the Statement of Objectives.

Q3: Can additional photographs of the server room be provided?

A3: 3. We do not allow any photographs.

Q4: Can wall elevations, wall dimensions, or additional drawings showing the available wall surface areas for acoustic treatment be provided?

A4: We do not have drawings showing wall elevations, areas where panels can be installed, or additional drawings. As to wall dimensions, it is estimated to be about 650 sq/ft or less. Not all surfaces can be covered for safety reasons. The site visit was intended to give offerors the opportunity to take measurements and assess panel placement firsthand.

Q5: Since ceiling-mounted treatments are not permitted, would acoustical treatments mount directly to server racks be considered acceptable, or is the Government seeking wall-mounted solutions only?

A5: 5. Wall mounted only.

Q6: Can the Government provide an estimated square footage or dimensions of the wall areas available for acoustic treatment?

A6: 650 sq/ft or less.
